The Chilean Congress today approved the formation of a mixed commission to resolve remaining disputes over the mega-reconstruction and economic revitalization project, despite intense political tensions. The decision came after President of the Chamber of Deputies, Jorge Alessandri (UDI), proposed the composition of the commission during a session marked by heated debate. His proposal included five senators and five deputies, with the latter comprising representatives from several political factions. Among them was Daniel Manouchehri, a deputy from the Socialist Party (PS), whose inclusion sparked both vocal support and opposition. Alessandri announced his proposal in the chamber following a committee meeting, reading the names of the selected deputies one by one. He paused before announcing Manouchehri’s name, speaking more quietly, which drew attention. The proposal was put to a vote, resulting in 69 votes in favor and 62 against. While the outcome was clear, the process revealed deep divisions within the legislature. Opposition deputies, including Manouchehri himself, voted against the proposal, believing it would delay the formation of the commission to exert pressure on Minister of Finance Jorge Quiroz. They argued that a faster resolution could help advance the legislative phase. On the right side of the political spectrum, there were internal disagreements regarding Manouchehri's inclusion. Although the proposal was ultimately accepted, some members of the Republican Party (RN) had initially resisted. Their concerns stemmed from a desire to include Juan Marcelo Valenzuela, leader of the PDG faction, instead. This preference was part of broader efforts to make gestures toward the PDG for future legislative negotiations. These tensions were evident during earlier voting sessions, where the Republicans rejected the initial proposal made by Alessandri. Tensions resurfaced during a late afternoon meeting held in Alessandri’s office. Attendees included lawmakers from governing parties, along with senior officials such as José García Ruminot, secretary general of the Presidency (RN), and Miguel Landeros, head of the Chamber’s secretariat. During this gathering, discussions focused on accelerating the formation of the commission. Some observers believed that Alessandri might have been willing to replace Manouchehri’s seat with one belonging to the PDG. However, the pressure from Minister Quiroz limited the room for further negotiation. Ultimately, Alessandri followed recommendations from Landeros and adhered strictly to a prior agreement reached among committees weeks earlier. This agreement established that the composition of mixed commissions should reflect majority representation based on the number of deputies per committee. With the Socialist Party merging with liberals and radicals, they became the fifth-largest bloc with 15 members, giving them priority over the PDG, which has 14 members. This decision marks a pivotal moment in the legislative process, as the mixed commission will now work to resolve critical issues in the mega-reform bill. The approval of the commission reflects both the complexity of political maneuvering and the necessity of reaching compromises in a highly polarized environment. As the commission moves forward, its ability to navigate these challenges will determine the success of the broader reform agenda.
