Europe has sanctioned cryptocurrency exchange HTX, citing its involvement in Russia's crypto ecosystem. The European Union added the exchange to a list of 18 firms allegedly linked to Russia’s efforts to circumvent Western sanctions targeting its war in Ukraine. Experts warn that HTX may be employing strategies to reduce the effectiveness of these measures. HTX, one of the world’s largest cryptocurrency exchanges, is closely connected to crypto billionaire Justin Sun. Sun previously backed the Trump family’s digital currency initiatives before their recent fallout. The EU’s decision follows a broader effort to target entities facilitating Russia’s financial operations through cryptocurrency. HTX has not commented on the sanctions, though it told Bloomberg News that regulatory compliance is “our absolute top priority.” The International Consortium of Investigative Journalists' Coin Laundry investigation revealed that HTX, formerly known as Huobi, has ties to suspected Russian money launderers and organizations financing Russian military groups. This connection has raised alarms among regulators and investigative bodies. The UK sanctioned HTX earlier this year, accusing it of supporting Russia’s “dark networks and shadow financial systems.” HTX has claimed the sanctions were based on a misunderstanding and is reportedly collaborating with authorities to clarify its position. Experts interviewed by ICIJ suggest that HTX may be responding to the UK sanctions by adopting complex methods to obscure its financial activities. Major exchanges typically rely on large-volume crypto wallets to manage customer funds, making these accounts crucial for tracking money flows. However, HTX has started creating numerous new central accounts, moving its operations away from known wallets toward untraceable ones. This strategy complicates efforts by investigators and regulators to monitor the exchange’s activities. Vladyslav Kychkyruk, head of research at crypto-tracing firm Global Ledger, noted a sharp increase in the number of central wallets associated with HTX following its UK sanctioning. Before the sanctions, HTX used just 32 central accounts, but within two months, that number surged to over 750 on the Tron blockchain alone. Kychkyruk observed that HTX generates a dozen new central wallets in a single day, a practice uncommon among its peers. He emphasized that this level of activity presents challenges for law enforcement and regulatory bodies attempting to trace HTX’s operations. Nick Smart of blockchain analytics firm Crystal Intelligence described HTX’s behavior as distinct from other major exchanges like Coinbase, Kraken, Binance, OKX. He explained that while cryptocurrency inherently allows for anonymity, the scale at which HTX is generating new wallet addresses is particularly concerning. Smart pointed out that creating thousands of new wallet addresses is relatively straightforward, even for individuals without technical expertise. Before the current scrutiny, HTX had already posed difficulties for legal representatives of scam victims and law enforcement. These parties reported struggles in contacting the exchange or determining its physical location. Such issues underscore the challenges faced by regulators seeking to hold HTX accountable. As the situation unfolds, the focus will remain on how effectively authorities can navigate HTX’s evolving strategies and maintain oversight of its operations.
