The Austrian economic and corruption prosecution office (WKStA) has received its first evaluation report in the case involving alleged misuse of public funds through political advertising. The document, over 1,400 pages long, covers data collected during house searches conducted in October 2021 and links them with confessions from key figures including former general secretary Thomas Schmid and other investigators. This marks a significant step forward in the ongoing investigation into potential misconduct by officials within the Ministry of Finance. The probe centers around allegations that former Foreign Minister Sebastian Kurz, while leading the ÖVP party, sought to bolster his political standing against the ruling coalition by manipulating media narratives. Central to this inquiry is the so-called “Beinschab-Tool,” allegedly developed by Schmid to influence public perception. According to the report, researchers Sophie Karmasin and Sabine Beinschab were tasked with conducting surveys under Schmid’s direction, which were later published in tabloid newspapers funded using public money. The report also raises questions about communications between these researchers and representatives of the newspaper group Österreich, including its managing director Helmuth Fellner. Five years have passed since the initial raids, yet the investigation continues to unfold. The report outlines two distinct phases of the alleged manipulation. During the first phase, starting in early 2016, Beinschab conducted six survey waves, with content guided by Schmid and/or Johannes Frischmann, who served as spokesperson for the Ministry of Finance before becoming Kurz's press secretary. These surveys were reportedly billed to a company linked to the media group Österreich, with the ministry subsequently placing advertisements in the group's publications as a form of compensation. In the second phase, beginning in late 2016, the ministry commissioned Beinschab to conduct a total of 14 studies. Beyond official assignments, she also carried out unofficial research at the behest of Schmid and/or Frischmann. Payments for these services appear to have been disguised through the official study contracts, according to the report. The findings suggest a complex network of financial transactions and strategic communication efforts aimed at shaping public opinion in favor of the governing parties. Thomas Schmid, who became a witness in November 2024, has already made several statements regarding his involvement. His confessions, along with those of others, have contributed to the current state of the investigation. However, the report notes that none of the accused have fully explained their actions, leaving gaps in the narrative. The lack of comprehensive accounts from the individuals under scrutiny complicates the formation of a complete picture of the events. The report includes newly uncovered communications between Karmasin and Beinschab, revealing discussions about meetings with Fellner. One email references an unusual meeting, while another suggests that certain arrangements required approval from Schmid. These exchanges highlight the intricate relationships and possible coordination among the involved parties. Additionally, emails between Beinschab and Fellner indicate direct contact with the newspaper group, further implicating the financial ministry in the process. As the investigation progresses, the focus will likely shift toward determining the extent of complicity among officials and the mechanisms used to manipulate public discourse. With more information emerging, the legal proceedings could take on new dimensions, potentially impacting both political and journalistic integrity in Austria.
