A group of lawmakers has introduced a bill aimed at strengthening oversight of optical stores in Chile, with the goal of preventing these businesses from being used as fronts for illegal activities. The proposal was unveiled by three deputies, Erich Grohs of the PNL party, Catalina del Real of the REP, and Roberto Arroyo of the IND, who argue that greater transparency is needed to ensure compliance with legal standards and protect consumers. The proposed law would require new optical stores to prove the origin of their capital and submit corresponding import declarations. To renew their municipal license, they must also disclose their operating hours and provide a representative sample of tax documents issued. This measure is part of broader efforts to increase scrutiny over establishments in the optical and eye care sector, which officials say could be exploited for illicit purposes. Deputy Erich Grohs explained that the rapid growth of certain sectors has necessitated stronger state controls. He emphasized that the initiative does not target all businesses but aims to equip authorities with tools to distinguish legitimate operations from those potentially used as cover for criminal activity. “We are not accusing everyone,” he said, “but we are providing mechanisms to identify and address potential misuse.” Legislator Catalina del Real highlighted the importance of protecting patients and consumers. She argued that optical stores should maintain traceability, record prescriptions dispensed, and issue proper tax documents. According to her, sanitary oversight is essential to ensure these establishments operate responsibly and safely. “Transparency is key to maintaining public trust,” she added. Congressman Roberto Arroyo noted that organized crime often seeks ways to enter the formal economy, and the government must act before harm occurs. He stated that the project uses existing powers held by municipalities and health authorities to demand more transparency, identify irregularities, and impose penalties when necessary. “Prevention is better than reaction,” he said. The proposed legislation includes provisions for sanctions against stores that fail to comply, including the possibility of closure. It also mandates that regional health authorities include optical stores within their priority areas for inspection. These measures aim to create a more rigorous regulatory framework, ensuring that such businesses adhere to legal and ethical standards. The initiative comes amid growing concerns about the potential misuse of commercial enterprises for illegal activities.
