Spahn’s resignation triggered a rapid reorganization within the coalition government, with new appointments made in quick succession. Chancellor Friedrich Merz, head of the CDU, had to coordinate closely with his CSU counterpart, Bavaria’s Minister-President Markus Söder, to secure the appointment of Thorsten Frei as the new leader of the CDU/CSU parliamentary group. This process was completed in just four days, highlighting the pragmatic cooperation between the two parties despite their internal rivalries. Frei’s selection was anticipated, with Alexander Hoffmann, the CSU’s state group leader, serving temporarily in the role until the official vote on Wednesday. Among the potential candidates considered for key roles was Alexander Dobrindt, the federal interior minister. Known for his diplomatic skills and effectiveness in coalition negotiations, Dobrindt was seen as a viable candidate for leadership positions within the government or the parliamentary group. His experience in managing migration policy, a central issue for the Union, made him a valuable asset, particularly given his role in implementing one of the party’s core election promises. Additionally, Dobrindt’s tenure as a minister brought practical governance expertise to Chancellor Merz’s administration, further strengthening his appeal. However, the CSU’s influence within the broader Union remains limited. With only 44 members in the Bundestag, representing roughly a fifth of the joint parliamentary group, the CSU lacks the numerical strength to dominate decision-making processes. Many CDU lawmakers would resist any attempt by the smaller party to assume greater control over the group’s leadership. Moreover, the CSU has little incentive to see Dobrindt move into a higher-ranking position, as he already holds a critical portfolio in the Interior Ministry. The party prefers to maintain its current balance, ensuring that one of its ministers occupies a key ministry. Internal divisions within the CSU have also persisted. The ongoing tension between Munich and Brussels was evident in recent developments. In early July, Manfred Weber, the deputy CSU chairman and president of the European People's Party, wrote a letter to party members criticizing the party’s situation, which some interpreted as a personal attack on Söder. In response, two CSU ministers recently sent a message to Weber urging him to show more support for Bavarian agriculture, suggesting a reciprocal dynamic in their relationship. Meanwhile, the CSU has largely remained quiet on major reform proposals being discussed in Berlin. The ongoing negotiations around black-red reforms in health, pensions, care, and taxation have proceeded with minimal public controversy from the CSU. The party successfully defended a rule allowing mothers who gave birth before 1992 to receive additional pension points for child-rearing. While CDU politicians have criticized the expansion of the “mother’s pension” as too costly, the CSU has not publicly challenged these decisions. As the political landscape continues to shift, the CSU will likely remain a key player within the Union, though its ability to exert decisive influence remains constrained by both structural limitations and internal dynamics.
