A former council manager in Glasgow has been convicted of stealing hundreds of laptops and iPads intended for vulnerable individuals during the height of the Covid-19 pandemic. Bobby Lee Smith, 37, was found guilty of embezzlement at Glasgow Sheriff Court on 28 July after being exposed for misappropriating 129 Chromebook laptops and 301 iPads valued at £124,644.96. The stolen devices were meant to assist low-income residents lacking internet access, particularly those in mental health services, children's care, and parenting programs. Smith worked as a manager within the Glasgow City Health and Social Care Partnership (HSCP). His role included overseeing the distribution of electronic devices through the Connecting Scotland Project, which aimed to bridge the digital divide among the city’s most disadvantaged citizens. As part of this responsibility, he maintained records of device allocations using a spreadsheet, tracking how many units each organization was supposed to receive. However, an internal audit conducted by NHS counter fraud officers revealed discrepancies in the inventory. Only four of the 22 organizations that were supposed to receive the equipment confirmed they had actually received their allotted items. A staggering 119 devices remained unaccounted for, with some traced to Smith’s personal residence and that of his parents. The theft came to light when officials noticed that the recorded data did not match the actual distribution of devices. The case against Smith was prosecuted by Fraser Gibson, Procurator Fiscal for Glasgow and Strathkelvin, who described the actions as an “egregious betrayal of trust.” Gibson emphasized that Smith exploited his position to divert resources meant for vulnerable adults and children. The procurator fiscal noted that the stolen devices represented a significant misuse of public funds and stressed that such crimes have real consequences for those relying on social care services. Following his conviction, Smith was subjected to a restriction of liberty order lasting nine months and a community payback order requiring him to complete 300 hours of unpaid work. These measures aim to ensure accountability while allowing him to remain in the community under supervision. The court proceedings concluded on Tuesday, marking the end of a legal process that highlighted the breach of duty by someone entrusted with critical resources during a time of national crisis. The investigation into the missing devices began after the discrepancy was flagged by NHS counter fraud officers. Their review of the allocation records led to the discovery that the numbers did not align with the physical stock available.
