In recent years, Nigeria has continued to face persistent challenges in governance despite regular elections that bring new leadership. While voters often place their hopes in individual politicians, the nation's true challenge lies in the structural weaknesses of its institutions. These flaws hinder effective governance and prevent sustainable progress. As the country prepares for another election cycle, experts argue that reforming these foundational systems is more critical than selecting a single leader. The current political climate highlights a recurring pattern: public discourse remains centered on personalities rather than systemic improvements. Each election sparks optimism that a new leader might deliver transformative change, yet the underlying issues remain unresolved. This dynamic has led to repeated cycles of disappointment, as administrations shift but the same inefficiencies persist. The need for institutional reform has grown more urgent, especially given the consistent failure of existing frameworks to meet the expectations of Nigerian citizens. A key example of this institutional weakness is the budget process. Designed to allocate resources efficiently towards long-term development, the national budget frequently devolves into a tool for political negotiation. Rather than guiding strategic investment, it often reflects backroom deals and opaque adjustments. As a result, projects tend to be small-scale, inconsistent, and disconnected from broader national goals. This undermines government effectiveness, creating an illusion of activity without meaningful impact. To address these shortcomings, experts suggest several reforms. Strengthening the legislative body’s financial expertise would help ensure budgets reflect both necessity and transparency. Establishing clear selection criteria for projects and making all major amendments publicly accessible could enhance accountability. Additionally, an independent fiscal council could play a crucial role in evaluating revenue forecasts, assessing debt risks, and ensuring long-term financial stability. Such bodies should have the authority to enforce fiscal discipline, triggering corrective measures when necessary. The relationship between the executive and legislative branches also requires restructuring. Rather than fostering adversarial politics, there should be a collaborative approach that encourages shared responsibility for major reforms. This would involve greater oversight, mutual respect, and joint decision-making, elements that currently remain underdeveloped. Without such changes, policy initiatives risk being short-lived, benefiting only transient political interests. Nigeria's federal structure further complicates governance. Though constitutionally a federation, power and resource control remain heavily centralized. State and local governments, which are closest to the communities they serve, often lack the autonomy or capacity to act independently. This dependency on federal funds limits their ability to innovate and respond effectively to local needs. To improve this situation, devolution must be accompanied by increased accountability and performance metrics. Local authorities should be empowered to manage key areas like policing, education, and infrastructure, but only if they are held to higher standards of transparency and efficiency. Economic institutions also face similar challenges. The Central Bank, for instance, must maintain independence from political pressures while still being subject to rigorous oversight. Direct deficit financing should be limited, and major monetary decisions should be based on solid data and analysis. Institutional credibility depends not just on autonomy but on adherence to established legal frameworks and professional integrity. Similarly, anti-corruption agencies, though numerous, often fail to translate their mandates into tangible outcomes. Their success hinges on adequate funding, robust investigative capabilities, and fair judicial processes, elements that are frequently lacking. As Nigeria continues to navigate its complex political landscape, the path forward demands a commitment to institutional transformation. Reforms must extend beyond rhetoric and into practical implementation. Only by building resilient, accountable, and responsive systems can the nation hope to achieve lasting progress. The coming months will test whether policymakers are willing to prioritize structural over personal solutions, and whether they recognize that real change begins not with a vote, but with a well-designed system.
