Javed Shaikh, 44, has received a further three-year prison sentence after admitting to defrauding 32 local authorities of £313,043 through housing benefit fraud. The conviction follows a series of fraudulent benefit claims made between 2015 and 2022, during which Shaikh exploited the identities of nine real individuals without their consent. The case came to light following an investigation by the Department for Work and Pensions, which traced the fraudulent applications and associated financial transactions back to Shaikh. Shaikh’s criminal history includes a prior conviction for stalking a judge, which led to an eight-year prison sentence in 2024. This new sentencing adds to his existing term, meaning he will serve a minimum of 11 years in total. The fraud involved submitting 51 benefit applications using fabricated documents, including forged birth certificates, tenancy agreements, benefit letters, and bank statements. These materials were used to create a false narrative that would qualify him for housing assistance under the guise of genuine need. During the trial at Kingston-upon-Thames Crown Court, prosecutors presented evidence showing that Shaikh had access to multiple bank accounts, some operated under different names. A search of a safety deposit box under his name revealed £200,000 in cash. Additionally, law enforcement discovered £13,500 in cash hidden within his backpack upon his arrest. The stolen funds were distributed among several councils, with the largest payouts going to Barnet (£44,471), Brent (£41,244), Islington (£28,242), Lambeth (£25,312), Hackney (£24,715), Ealing (£24,362), and Colchester (£22,806). Together, these seven authorities accounted for £211,152, nearly 70% of the total amount defrauded. The Crown Prosecution Service highlighted the scale and sophistication of the scheme, noting that Shaikh’s actions undermined public trust in the welfare system. Rose-Marie Franton, representing the CPS, stated that the fraud involved hijacking the identities of real people to siphon money meant for those in genuine need. She emphasized that the investigation, conducted by DWP officials, successfully uncovered the fraudulent activity, leading to the current charges. Evidence against Shaikh included surveillance footage from automated teller machines, which showed him withdrawing money from accounts where housing benefits had been deposited. His electronic devices also contained supporting documents for the fraudulent claims, many of which were clearly inconsistent. Prosecutors pointed out that the repeated use of similar names and personal details across different applications suggested a deliberate effort to mislead local authorities. They noted that it was impossible for the individuals whose identities were impersonated to simultaneously hold tenancies in separate areas. The case underscores the challenges faced by local governments in detecting and preventing benefit fraud, particularly when perpetrators exploit digital tools and identity theft. Authorities continue to investigate whether additional individuals were affected by the scheme. Confiscation proceedings are set to commence, aiming to recover the illicit funds and potentially impose further penalties on Shaikh. As the legal process unfolds, the focus remains on ensuring justice is served and that taxpayer resources are protected from future exploitation.
