The Basel canton has proposed providing emergency loans to farmers affected by this summer’s extreme heat and drought. The plan includes up to two million Swiss francs in interest-free loans, repayable over ten years, with individual farm grants ranging from 10,000 to 50,000 francs. The proposal was submitted to the cantonal parliament and reflects growing concerns over the impact of prolonged dry conditions on agricultural production. This summer has been marked by record-breaking temperatures and severe water shortages, particularly affecting the northern part of the Jura region. The area’s limestone soils, which are highly permeable, have struggled under the persistent heat and lack of rainfall. As a result, many farms are facing critical shortages of hay and irrigation water. Officials describe the situation as a crisis, noting that some farms are experiencing existential difficulties due to the current conditions. Farmers such as Elias Zumbrunn in Wittinsburg have observed significant declines in crop yields, with maize production down by 25 to 40 percent compared to average years. The need for extensive irrigation has become a financial burden, with some farms requiring “extreme amounts” of water. In addition, several private wells have dried up, impacting both fruit crops and root vegetables. These challenges extend beyond the current season, as winter feed reserves are being used prematurely, and fodder prices have surged. Marc Brodbeck, president of the Farmers’ Association of Basel-Landschaft, highlights the severity of the situation. He notes that hay prices have doubled since spring, and there is a widespread shortage across Europe. While imports from Canada are being considered, Brodbeck expresses relief at the government’s decision to offer emergency funding. He emphasizes that the canton should not face these issues annually, stating, “We want to avoid having to turn to politics every year with such problems.” According to official data, the Basel region is home to approximately 850 farming operations, of which 730 qualify for direct payments. The total agricultural land spans 21,150 hectares, with 71 percent designated for grassland and pastures. Over 70 percent of these farms also engage in livestock farming, including cattle, horses, sheep, and goats. This structure means that a large portion of the region's agriculture is directly impacted by the current drought. The cantonal government estimates that more than half of the farms are suffering from fodder shortages caused by the dry spell. While the exact number of farms facing liquidity crises remains unclear, the volume of requests for financial assistance has been steadily increasing. To access the emergency loans, farmers must submit detailed applications, including their last two financial statements. The funds will be repaid over a maximum period of ten years, with the canton securing repayment through property pledges, minimizing risk. The Swiss Farmers’ Association has welcomed the initiative, emphasizing the need for swift and uncomplicated support during times of crisis. Similar measures are being discussed in other cantons, though the specifics remain under review. As the situation continues to evolve, the focus remains on ensuring that affected farmers receive timely aid while maintaining long-term sustainability in the region’s agricultural sector.
