The Croatian State Inspectorate has announced plans to spend six million euros on the demolition of illegally constructed buildings nationwide, ranging from weekend cottages and garages to commercial halls, jetties, and breakwaters. The initiative, revealed on Monday, involves the procurement of services through a public tender process aimed at removing unauthorized structures across the country. According to the tender documentation, the work will be carried out based on decisions issued by building inspectors, with an overarching agreement expected to last 36 months and involve multiple contractors. Under the Law on the State Inspectorate, the removal of illegal constructions must be executed by third-party contractors rather than by the inspectorate itself. Specific locations for demolition will be determined during individual procurement procedures, and the estimated costs listed in the budget are approximate figures since the exact number and type of structures to be demolished remain uncertain until the process begins. The scope includes residential buildings from ground-level structures up to multi-story buildings exceeding three floors, as well as concrete and steel halls, warehouses, sports arenas, and simpler structures such as garages, awnings, kiosks, and wooden weekend cottages. A particular section of the tender focuses on maritime infrastructure, including the removal of jetties, breakwaters, and coastal walls, even extending to underwater demolition up to five meters below sea level. A large portion of the tender relates to the mechanical demolition of ground-level structures and the transportation of construction waste to landfills. The budget also covers the separation of reinforcement bars from concrete, recycling waste using mobile crushers, and the preparation of detailed demolition plans for more complex cases. Contractors handling the waste, including materials containing asbestos, must comply with regulations governing waste management. The evaluation criteria for selecting the most economically advantageous bid include cost, which accounts for 80 percent of the scoring, and the specific experience of the nominated site engineer, valued at 20 percent. Bidders who have had their engineers lead projects worth over 1.5 million euros receive the highest scores for experience. On Monday, the State Inspectorate published preliminary consultations with interested economic entities in the Electronic Gazette for Public Procurement, which will run until September 9. Following this period, the inspectorate will review all submitted comments and proposals before issuing a report and proceeding with the formal bidding process. The tender highlights the scale of unauthorized construction across Croatia and underscores the government’s commitment to enforcing building regulations. The involvement of multiple contractors suggests a long-term strategy to address the issue systematically. The inclusion of both simple and complex structures indicates that the effort spans a wide range of property types, reflecting the diversity of unauthorized developments.
