A lawyer has filed a complaint with Spain’s Court of Accounts over the purchase of an attic in Chamberí, alleging potential misuse of public funds. The case involves the Community of Madrid's acquisition of a nearly 500-square-meter property through a commercial entity linked to its regional government. According to the complaint, the transaction raises concerns about the improper use of public money, specifically the possibility of “alcance o menoscabo de caudales públicos,” which translates to the misuse or loss of public resources. The lawyer, Javier Flores, has requested an investigation into the matter, citing irregularities in how the property was acquired and subsequently sold. The property, located on the Paseo del General Martínez Campos in Madrid, was purchased three and a half months ago by a publicly owned company named Planifica Madrid, which is affiliated with the regional government’s Presidency department. The complaint states that the acquisition took place using public funds without proper documentation proving its purpose was public. It further claims that the legal process used excluded necessary prior controls mandated by public asset laws. Additionally, the property was not put to any use before being sold, and the sale was approved by the department led by Miguel Ángel García Martín on July 30, despite the building having served no function. The complaint outlines six key questions that need clarification regarding the operation. These include whether there was a justified need and an official record of works cited as the reason for the purchase, whether the relevant authority formally assigned the task to the acquiring entity, the price paid and whether a technical valuation confirmed its market value, the funding source, the intended use of the property, and who would occupy it. The lawyer also requests information on the irreversible costs incurred by the public treasury due to the entire operation. The complaint challenges the justification for the purchase, particularly the claim that it was related to works near the Puerta del Sol. It notes that only two projects have been officially tendered at the Real Casa de Correos up to this point, both advanced by the group Somos Madrid. The lawyer argues that the announcement of selling the attic, along with other properties on Gran Vía 6, did not include a comparative study analyzing the purchase against renting or using existing public property. Such analysis is considered essential for any investment decision involving public funds. The documents required for the complaint include copies of the public deed of sale dated April 14, 2026, along with supporting paperwork such as the complete acquisition file, a justification memorandum, a pre-purchase appraisal, selection reports, and administrative approvals. The lawyer seeks transparency around the financial aspects of the deal, including the origin of the funds and the terms of confidentiality agreements with the seller. The complaint also includes the request for the agreement authorizing the sale itself. Separately, another legal action has been initiated by Transparency and Democracy in Sports Association against Juanfran Pérez Llorca, president of the Valencian Government, and the Royal Spanish Football Federation (RFEF). The association alleges that Pérez Llorca received a free ticket to the World Cup final in New York, potentially constituting corruption. The association argues that the invitation, which did not cost the state, could have offered a financial advantage to the recipient based on his position. They highlight that tickets were priced between $4,185 and $8,680, with last-minute purchases reaching tens of thousands of euros. The association asserts that the invitation lacked transparency and followed no established protocol.
