According to an analysis published in the Pacific Journal, the “three seas linkage” strategy seeks to disrupt China’s ability to concentrate resources and maintain control over its territorial waters. These three maritime zones form part of the first island chain, a geographic concept that outlines a series of islands stretching from the Kuril Islands in the north to Borneo in the south. This chain acts as a buffer zone separating China’s coastal waters from the open Pacific Ocean. To counter this, Yue proposed that China should develop a resilient system capable of maintaining stability and asserting its rights in these waters. This includes improving intelligence-sharing capabilities, conducting regular situational assessments, and ensuring that all relevant agencies operate under a unified command structure. Such measures, he argued, would enable China to respond more efficiently to any developments affecting its maritime security.
