The Russian military command has been accused of orchestrating one of its most severe attacks on Kyiv, according to reports from Ukrainian authorities. On July 2nd, Russian forces launched a coordinated assault using a combination of ballistic missiles, cruise missiles, and drones, targeting civilian areas of the city. The attack, which occurred during the night, resulted in significant damage and loss of life, prompting a formal investigation into the incident.

According to General Prosecutor Ruslan Khavrilenko, the responsibility for organizing this attack lies with Valery Gerasimov, the Chief of Staff of the Russian Armed Forces. A preliminary inquiry has been initiated by the Office of the General Prosecutor and the Security Service of Ukraine, which claims that the attack was deliberately aimed at civilian infrastructure rather than military or strategic targets as previously stated by Russian officials. The investigation alleges that Gerasimov planned and executed the attack in coordination with high-ranking political leadership in Russia, with his subordinates carrying out the operation. The charges against him include violations of international humanitarian law, specifically under Article 438 of the Criminal Code, which deals with breaches of the laws and customs of war. Those found guilty could face life imprisonment within Ukraine.

The scale of the attack was unprecedented, involving nearly 500 drones and over 70 rockets, including four Circles, dozens of ballistic and cruise missiles. Ukrainian air defense systems managed to intercept 476 drones and 48 rockets. According to Yuriy Ignatyev, head of the Air Force communications department, Russian forces attacked Kyiv in multiple waves, simultaneously launching rockets and drones, including aircraft. The damage was extensive, affecting 40 locations across all districts of the city, with large-scale fires breaking out. Direct hits were recorded on buildings, particularly in the Darnytsky district, where almost the entire building collapsed. Over 20 residential buildings were damaged, along with hotels, emergency stations, a zoo, numerous shops, and warehouses. Thirty people were killed, and the search for three missing persons continues, while more than 90 individuals were injured, including children. Kyiv has declared a day of mourning in response to the tragedy.

The number of casualties continued to rise, with additional bodies being recovered. As of the latest reports, the death toll stands at 30, with over 90 people injured. The Ukrainian government has confirmed that the attack targeted residential areas, resulting in widespread destruction. Premier Julia Sviridenko noted that over 20 residential buildings were hit, and approximately 100 homes were damaged due to shelling. President Volodymyr Zelensky revealed that Russia used nearly 500 drones and over 70 ballistic missiles during the attack. Search operations continue in the Darnytsky district, raising concerns that the casualty count might increase further.

In response to the attack, the Russian Ministry of Defence claimed that their forces used precision weapons and drones to target military-industrial and energy infrastructure in Kyiv and the surrounding area, stating it was a retaliation for Ukrainian attacks on Russian territory. Meanwhile, the General Staff of the Ukrainian Armed Forces reported that Kyiv's forces had struck the "Lukoil" oil refinery in Kstovsky, in the Nizhny Novgorod region, as well as a complex managing Russian drones in the Zaporizhia region under Moscow's control. Ukrainian Defense Minister Mikhail Fedorov has called upon nearly 40 partner countries to urgently supply Patriot missile systems, warning that the lack of such equipment poses one of the greatest challenges in defending against ballistic missiles.
