Another incident saw a customer grab two boxes containing over 20 coffee wraps and attempt to exit the store without stopping at the checkout. When confronted, the individual aggressively pushed away the employee and left quickly. A third example included a person filling their pockets with canned tuna and exiting without payment. These incidents were reported by employees working in smaller stores that lack dedicated security personnel, making them more vulnerable to such actions. Several larger supermarket chains have confirmed the trend. At Mercator, staff noted an increase in security-related incidents in recent months. Similarly, Hofer reported that they have occasionally encountered theft attempts, which have become more frequent in the past few months. They emphasized that all such incidents are officially reported to the relevant authorities. In contrast, Spar did not provide specific data on whether theft incidents had increased, though they acknowledged that such occurrences happen in their stores as well. Meanwhile, Lidl stated that there has been no significant change in the frequency of theft incidents compared to previous periods, attributing variations to factors such as location, seasonality, and other environmental conditions. The nature of stolen items appears to vary depending on the store’s inventory and pricing strategy. According to employees, seasonal products, such as sunscreens and repellents during summer, are frequently targeted. Some stores have taken additional precautions to protect high-value items, particularly those of premium brands. For instance, Spar mentioned that thefts tend to target higher-priced goods, including household appliances, cleaning supplies, cosmetics, alcoholic beverages, dietary supplements, personal care products, and expensive cuts of meat. Hofer, on the other hand, reported a wide range of stolen items, including clothing, frozen food, preserved foods, alcohol, chocolates, and cosmetics. The legal framework surrounding these thefts has undergone a notable shift since the beginning of last year. The ZNUZJV law was enacted to reduce the burden on courts by classifying petty theft of goods worth less than 500 euros as a traffic violation rather than a criminal act. This change was intended to streamline legal procedures and ensure offenders face consequences without the need for lengthy court processes. However, the impact of this legislative change on actual theft rates has been debated. Policia statistics show that in the first half of last year, 8,677 cases of petty theft were recorded, whereas in the first half of this year, the number dropped significantly to 3,782—a decrease of over 56 percent. Police officials explained that this decline is directly attributable to the new legislation, which moved many petty theft cases from criminal proceedings to administrative fines. Simultaneously, they reported an increase in traffic violations related to petty theft, with 5,819 cases recorded in the first half of this year involving items valued under 500 euros.
