He was later charged with manslaughter by diminished responsibility. Medical evaluations conducted after his arrest indicated that he had undiagnosed mental health conditions, which contributed to his actions. The prosecution accepted the plea, citing strong medical evidence supporting the claim. In court, Carter was sentenced to an indeterminate section 37 hospital order under the Mental Health Act 1983, accompanied by a section 41 restriction. He has remained in custody under the Mental Health Act since his arrest. According to DI Simon Mills, the investigation involved over 4,000 hours of CCTV footage from the surrounding area. The footage helped establish Carter’s presence at the location during the critical period. Mills stated that the investigation was extensive and complex, noting that Carter had exhibited erratic behavior leading up to the incident.
