She had considered applying for a CCA as a long-term solution for her retirement, particularly given her concerns about potential mobility issues. However, she had opted instead for a short-lease two-room Flexi flat several years prior, which is available to individuals aged 55 and above. Despite the new policy, she feels she has “missed the boat.” Experts suggest that while the revised age limit might encourage some individuals to begin considering CCAs sooner, the broader trend indicates that many seniors prefer to remain in their current homes. Associate Professor Wee Shiou Liang from the S R Nathan School of Human Development at the Singapore University of Social Sciences noted that familiarity plays a crucial role in decision-making among the elderly. Many seniors are reluctant to move due to established social networks, routines, and emotional attachments to their neighborhoods. Nicholas Mak, chief research officer at Mogul.sg, acknowledged that the changes could slightly increase demand for CCAs, but emphasized that the impact would likely be minimal. He highlighted that the primary barriers to adoption are not financial or procedural, but psychological. Seniors often perceive no immediate need to relocate, even if they are aware of alternative housing options. Additionally, CCAs tend to attract a specific subset of buyers, those with existing health or mobility limitations, rather than a broad demographic. The policy shift does offer a strategic advantage for prospective buyers by providing an additional decade to evaluate their housing choices. For instance, individuals aged 55 may now consider CCAs alongside other options such as the two-room Flexi flats, which are also targeted at older adults. These flats, however, differ in size and layout compared to CCAs, offering a larger space with a household shelter, though both types of housing share similar restrictions regarding resale and lease terms. Despite the adjustments, the overall trajectory of CCA applications suggests that the market remains constrained by factors beyond eligibility and cost. The underlying challenge lies in shifting perceptions and behaviors among seniors, who generally prioritize stability and continuity over convenience or accessibility. As the government continues to refine its approach to eldercare housing, the success of these initiatives will depend largely on how effectively they address the deep-seated preferences of the target population.
