According to the Department of Homeland Security (DHS), these documents contained nearly identical accounts of persecution, suggesting a pattern of systematic fraud. The allegations stem from a Notice of Intent to Fine issued by Homeland Security Investigations, which gives Singh the opportunity to respond before any penalty is finalized. The case involves claims that Singh prepared and filed 118 fraudulent documents, each presenting similar narratives of persecution. These submissions allegedly undermined the integrity of the immigration system and delayed the removal of individuals deemed dangerous or ineligible for asylum. The notice outlines that the documents used in support of asylum applications were either identical or very close in both language and content, including the same or similar descriptions of alleged persecution. DHS General Counsel James Percival emphasized the seriousness of the issue, stating that fraudulent asylum claims pose a threat to public safety and disrupt the immigration process. He noted that under current leadership, efforts would continue to hold such attorneys accountable and stop the abuse of the immigration system. This move aligns with broader initiatives by the Trump administration aimed at cracking down on asylum fraud, with Percival directing DHS attorneys earlier this year to pursue additional enforcement actions against such claims. This is the second instance in which DHS has sought civil penalties against an immigration attorney under Section 8 U.S.C. § 1324c(d), which permits fines for immigration-related document fraud. Previously, in June, ICE issued five Notices of Intent to Fine against attorney Vinod Doddamani, seeking a total of $255,232 in penalties related to alleged immigration document fraud. The Singh case continues this trend of increased scrutiny and enforcement against immigration professionals suspected of misconduct. In addition to targeting fraudulent asylum claims, ICE has expanded its enforcement operations to include individuals who have overstayed their visas. Federal immigration officers have been actively arresting undocumented immigrants at airports, particularly focusing on those attempting to board flights. This initiative, part of a collaboration between the Transportation Security Administration (TSA) and ICE, began in May 2025 and aims to prevent unauthorized individuals from traveling within the country. Recent incidents have highlighted the intensity of these operations. On July 20, ICE arrested Chantal Alejandra Morales Rojas at Denver International Airport as she tried to board a Southwest Airlines flight. The arrest was recorded on video and sparked widespread attention online. Morales Rojas reportedly had a valid work permit and a pending asylum application, yet ICE stated that neither conferred legal status or prevented the arrest. An immigration judge later granted her bond, allowing her release pending further proceedings. These actions reflect a broader strategy by the Trump administration to increase ICE's arrest numbers and enforce stricter immigration controls. Immigration lawyers have responded by advising clients with pending immigration applications to avoid domestic travel, recognizing the heightened risk of arrest. Shannon Shepherd, an immigration lawyer and vice chair of the Chicago chapter of the American Immigration Lawyers Association, noted a shift in advice given to clients due to the increased enforcement activities. The ongoing focus on immigration enforcement underscores the administration's commitment to addressing perceived vulnerabilities in the system. As ICE continues to expand its operations, the implications for both immigration practitioners and applicants remain significant, with potential changes in how legal representation and travel are approached moving forward.
