The government has allocated $464,000 to conduct an environmental impact assessment of the former Balgownie Landfill near Whanganui, New Zealand. The funding comes from the Contaminated Sites and Vulnerable Landfills Fund and complements a $310,000 contribution from the Whanganui District Council. Minister for the Environment Nicola Grigg announced the initiative, emphasizing its role in evaluating potential contamination risks to nearby waterways and wetlands. The landfill, located adjacent to the Kokohuia Wetland in the Castlecliff and Gonville area, operated from 1956 to 1995, with some sections continuing until 2001. It was constructed prior to modern environmental regulations, lacking key safety measures such as advanced containment systems. The investigation aims to determine how contaminants and leachate might affect surrounding ecosystems, particularly the Kokohuia/Titoki Wetland project, which is part of ongoing community-driven restoration efforts. Grigg highlighted the importance of collaboration among local iwi, the Mokoia Catchment Rōpū, the district council, and central government to ensure long-term environmental protection for Te Awa Tupua, the Whanganui River system. This effort reflects a commitment to restoring both ecological and cultural values within the region. Whanganui Mayor Andrew Tripe expressed support for the funding, noting it adds to the council’s existing financial commitment. He emphasized the necessity of understanding the site’s current state before making decisions about its future. Tripe recalled his childhood visits to the area, acknowledging how societal awareness of waste management has evolved. He acknowledged that while historical practices cannot be altered, responsible management moving forward is essential. The mayor noted that although the site remains accessible for public visits, certain activities, such as digging, could pose risks due to the presence of methane gas beneath the surface. Tripe had previously proposed using the land for solar panel installations but was advised against it after learning of potential hazards. He described the situation as akin to “putting a pin in a balloon,” highlighting the unpredictability of what might lie beneath the ground. The investigation is intended to provide clarity on these uncertainties, ensuring informed decision-making regarding the site’s future. Ken Mair, chair of the Mokoia Catchment Rōpū, underscored the significance of the project for the broader catchment area. He explained that waterways and wetlands in the region feed into Te Awa Tupua, making the study vital for enhancing the health of the river and its surroundings. The findings will inform strategies aimed at supporting the well-being of local communities, their lands, and the river itself. Mair stressed that examining future possibilities for the landfill aligns with a larger initiative focused on sustainability and environmental resilience. The project, with a total budget of $774,000, commenced in June 2026 and is scheduled for completion by October 2027. The Contaminated Sites and Vulnerable Landfills Fund, managed by the Ministry for Cities, Environment, Regions, and Transport, supports local authorities in addressing legacy environmental issues.
