Gauteng's Minister of Education and Health, Kedibone Diale-Tlabela, has called on the families of deceased public transport operators to apply for the transfer of their operating licenses. This initiative aims to maintain legal compliance within the public transport sector and protect the interests of operators, passengers, and other stakeholders. The call comes amid ongoing efforts by the department to ensure all necessary documentation is submitted and collected, particularly concerning approved licenses and outstanding paperwork. The urgency behind this appeal stems from the need to uphold the integrity of the public transport regulatory framework. Transferring an operating license is not just a procedural formality, it is essential to ensuring continuity and legality in the operations of transport services. Diale-Tlabela emphasized the importance of this process, urging affected families to take advantage of the available support mechanisms. To assist applicants, the Department has established the Public Transport Women’s Help Desk in central Johannesburg. This facility offers comprehensive guidance and support through each stage of the application process. It provides step-by-step instructions, advocacy, information, and avenues for redress. The desk also offers specialized legal and compliance support tailored to the transport sector, along with training programs, business development resources, and assistance in addressing cases of abuse. For those seeking to transfer an operating license, several key documents are required. Applicants should bring the IDs of both the current license holder and the new applicant, or company documents if applicable. A valid operating license or its copy is also needed, alongside proof of tax compliance from SARS. Additional documents include a Letter of Authority or Executorship, an affidavit confirming the intent to transfer, and an association letter specifically for minibus taxi operators. There is also a non-refundable application fee of R600 per vehicle. In cases where the license holder has passed away, additional documentation is necessary. These include a death certificate, a Letter of Executorship or Authority, the ID of the executor or authorized representative, an affidavit confirming the intention to transfer, and a marriage certificate if applicable. Proof that the operating license is still in use, where relevant, and vehicle documents submitted after approval are also required. Once the application is approved, applicants must present vehicle registration papers, a Certificate of Fitness, and a valid SARS clearance, where applicable. Applications must be completed and signed in the presence of an authorized official to ensure authenticity and proper verification.
