Il est publié par le Quotidien du Peuple, avec une part de propriété divisée à peu près 60/40 entre le Quotidien du Peuple en ligne et Global Times Press, qui sont tous deux placés sous le Comité central du PCC.

Financement

Il tire des revenus commerciaux de la publicité et des ventes, mais opère au sein du système de médias People's Daily appartenant à l'État et au Parti et son expansion à l'étranger a été soutenue par une grande campagne financée par le gouvernement pour projeter les médias chinois à l'étranger.

Affiliation et orientation

Sa ligne éditoriale est une voix explicitement nationaliste et belliciste alignée sur les positions de la politique étrangère du PCC, souvent utilisée pour signaler le sentiment officiel de la ligne dure.
