They argue the increase is unfair due to longstanding maintenance issues in the building. Tracey Towers is part of the Mitchell-Lama program, created in 1955 to provide affordable housing through state-backed loans. Unlike stabilized units, these complexes have their own oversight rules, and rent increases are based on operational costs, maintenance needs, and financial requirements of the building.
