The document outlines specific financial allocations intended to assist youths living in these areas, highlighting the state’s continued engagement with the issue despite its legal status. The figures suggest that the majority of these youths, likely around 600—are housed in the estimated 204 illegal farming outposts scattered throughout the West Bank. Of these, 130 were established since the current government assumed power in December 2022. These outposts, often inhabited by families and young individuals, operate largely outside the framework of official Israeli law. Many of the youths, typically school dropouts, engage in agricultural activities, tending to livestock such as goats and sheep. Their presence in these areas is marked by frequent interactions with local Palestinian communities, sometimes resulting in confrontations. The Peace Now organization, a prominent advocacy group opposing the expansion of Israeli settlements, uncovered the document and criticized the government's approach. According to Peace Now officials, the funding allocated for these youths serves as yet another means of legitimizing and sustaining illegal settlements. They argue that such support enables ongoing tensions and escalates hostilities between settlers and Palestinians, contributing to a pattern of violence and displacement. This includes incidents involving attacks, harassment, and the forced relocation of Palestinian communities, particularly in Area C of the West Bank, which is under Israeli administrative control. Estimates from Peace Now suggest that the actual population of these outposts could range between 1,000 and 1,200 individuals. This projection is based on the assumption that each outpost typically hosts one or two young couples alongside additional youths. Furthermore, the organization notes that an additional 100 youths live in outposts not officially recognized by regional councils, including those located in Area B, where Israeli residency is legally restricted. The availability of accurate data on the number of individuals involved in operating these outposts has remained elusive. However, the recent call for applications document stands as the sole formal government record offering insights into the demographic composition of these settlements. It provides detailed breakdowns by municipal region, enabling the ministry to allocate resources effectively. The initiative is managed by Minister Orit Strock of the Religious Zionist party, known for her staunch pro-settlement stance. The document outlines budgetary provisions, including up to NIS 5.5 million ($1.8 million) annually for food, clothing, and economic expenses for youths residing in these outposts.
