The Split-Dalmatia County Council will convene today to discuss the Waste Management Plan for the period 2024–2029, during which the political party MOST has raised concerns over delays in the operation of the Lećevica landfill and broader systemic failures. According to the statement made by Miro Bulj, the mayor of Sinj and a member of the county assembly, the situation reflects a breakdown in the waste management system that threatens financial stability and public services. The landfill, known as Lećevica, was established in 2005 but still lacks operational permits. The government has announced penalties against local municipal enterprises and citizens for non-compliance, placing responsibility on individuals named Tomislav Šuta and Blaženko Boban. Šuta has led the Regional Center for years, while Boban oversees the county administration. Both have been criticized for failing to address the issue despite their positions of authority. Bulj pointed out that the waste management plan was delayed until mid-2026, far beyond the legal deadline of early 2024. He emphasized that the county’s waste management system is now in crisis, with potential fines reaching 400,000 euros by month's end and rising to one million and a half euros in the following year, exceeding the revenue generated by the facility itself. MOST proposed three operational scenarios for the start of Lećevica operations: beginning in 2028, 2029, or through a crisis scenario if further delays occur. They also requested a special transition plan to manage existing landfills, temporary waste transportation, utilization of other regional centers, and financial implications for municipal entities. Bulj stressed that cities and municipalities must fulfill their legal obligations, while the system under the county’s jurisdiction remains unprepared. He noted that funds have been spent over the years, and now responsibility and penalties are being shifted onto local communities, which he claims they will no longer accept. County council secretary Milija Baldić-Lukšić highlighted inefficiencies and inconsistencies in the management of two institutions under the county’s control, the Health Care Centre of Split-Dalmatia County and the Home for the Elderly in Split. The Health Care Centre recorded losses of 3.84 million euros in 2025, with total expenditures nearing 51 million euros. During the year, 58 new staff members were hired, including seven administrative personnel, bringing the total number of administrative employees to 59. Meanwhile, the Home for the Elderly in Split, operating at locations in Zenta, Vukovarska, and Old Town, has 720 beds. By the end of 2025, 689 of these beds were occupied, leaving 31 empty spots, even though hundreds of residents await accommodation. Baldić-Lukšić questioned why users on waiting lists had not been contacted and who was responsible for the unfilled beds and lost income. She also noted increased electricity costs, despite the installation of photovoltaic cells intended to reduce expenses. Residents have been informed of a 30 percent increase in accommodation fees. She concluded that the county must publish detailed data and explain how it manages institutions for which it holds responsibility.
