The Swiss federal government has submitted a new legislative proposal to the parliament, aiming to provide 100 million francs over eight years for the modernization of mountain hospitality businesses. The initiative, known as the Impulsprogramm, was approved by the Federal Council on Wednesday and will now proceed to parliamentary debate. The funding is intended to support energy-efficient renovations, with priority given to businesses that meet high sustainability standards. The program is set to run from 2028 to 2035 and will be administered by the Swiss Society for Hotel Credit (SGH), which receives state funding. This marks a response to a parliamentary mandate issued in September 2021, during which lawmakers argued that many mountain lodging establishments lacked the capital needed for investment and faced difficulties securing loans from banks. Federal Councilor Guy Parmelin’s administration initially rejected the idea of such a program, citing concerns over financial constraints and the complexity of implementation. However, following pressure from the National Council's Economic Affairs and Taxation Committee (WAK-N) in August 2025, the administration was compelled to draft a formulation suggestion for an impulse program. The current submission fulfills this requirement, according to the cantonal government. The new legislative proposal is presented as an addendum to a previous bill introduced in April 2025, which sought a comprehensive revision of the federal law governing the promotion of the hospitality sector. That initial proposal did not include the impulse program element, but the addition now aims to address the specific needs highlighted by parliamentarians. The proposed funding mechanism is designed to stimulate investment in the mountain regions, which face unique challenges due to their remote locations and seasonal demand patterns. By focusing on energy efficiency, the program aligns with broader national goals of reducing carbon emissions and promoting sustainable tourism.
