RTV Slovenija's growing financial difficulties call for an extraordinary meeting of the board of the institution

The board of Radio Television Slovenia (RTVS) has called an extraordinary meeting on Tuesday to address growing financial difficulties linked to delayed payments from the state budget for national minority programs and music production. According to reports, RTVS still has not received €15.23 million, which it expects under current legislation for these purposes. The lack of liquidity has prompted the board to demand explanations and a plan from management to resolve the current crisis. The issue stems from new legislation passed in December last year, which mandates that national minority programming be co-financed annually at ten percent of the collected television license fee revenue, while music production receives four percent. Based on this, RTVS should have received €10.88 million for national minority programs and €4.35 million for music production this year, totaling €15.23 million. However, these funds have yet to be transferred. According to officials at RTVS, the Ministry of Culture, responsible for disbursing funds for music production, has sent a draft agreement for payment, but RTVS is still preparing comments for alignment with the document. Additionally, the government office for nationalities believes that contracts must be signed for the co-financing of programs in Italian and Hungarian languages. This was noted after meetings with some members of the RTVS board on July 10. Members of the board who initiated the request for an extraordinary session want to hear how the management is working to secure the funds according to law and how discussions with the government office and ministry have proceeded. They are also interested in learning about measures being planned or already implemented to alleviate liquidity issues. Furthermore, they wish to understand the consequences of the current situation for ongoing operations and programming offerings. Among the possible solutions considered is additional borrowing. Management will need to prepare a financial report for the first half of this year, an assessment of the feasibility of budgetary resources, and written correspondence with the government, ministry, and government office since June. Board members would also like to see scenarios for overcoming liquidity problems, including the possibility of taking on extra debt from the treasury or commercial banks. The initiative was launched by four representatives of employees in the board, Robert Pajek, Barbara Stegeman, Janez Pirc, and Gregor Drnovšek, as well as Ilinka Todorovski, representing the workers' council within the RTVS board. The situation highlights the complex interplay between legislative requirements and administrative delays, creating uncertainty for RTVS's ability to maintain its services. As the extraordinary meeting approaches, all eyes are on the management’s preparedness to provide clarity and actionable steps to stabilize the organization’s finances.
