Texas has resumed issuing non-domiciled commercial driver’s licenses (CDL) for foreign nationals who meet specific requirements, following new federal guidelines. The decision was made under directives from the Federal Motor Carrier Safety Administration (FMCSA), which aim to restore integrity in the issuance of such licenses. Currently, only individuals with H-2A status, temporary agricultural workers, are eligible to apply. This measure was implemented after a suspension in March 2023 due to federal regulations introduced during the Trump administration. Applicants must complete their paperwork in person at a DPS office, provide prior identification, pay a $121 fee, and submit their Social Security Number for verification. Non-resident licenses issued will have a maximum validity of one year.
