Kosovo-Albania agreement facilitates employment in both countries

The agreement between Kosovo and Albania aims to facilitate cross-border employment by allowing citizens of both countries to work in the other without requiring separate work permits, while ensuring they receive the same rights and protections as local workers. The agreement was signed on June 3rd by the Minister of Labor, Family and Values of the Liberation Army, Andin Hoti, and the Minister of Economy and Innovation of the Republic of Albania, Delina Ibrahimaj. It seeks to enhance cooperation in labor policies, professional training, and mobility, including joint programs for training, recognition of certifications, unpaid participation in training initiatives, exchange of best practices, and sharing information to improve employment services. The agreement also recognizes social contributions and social insurance according to existing agreements. Implementation will involve the Kosovo Employment Agency (APRK) and the Albanian National Employment and Training Agency (AKPA). The agreement is valid for four years and came into effect immediately upon signing on June 3rd, 2026.
