A senior project manager linked to three town councils in Singapore has been charged with accepting bribes totaling $220,000 from senior executives of three companies. Phua Gim Chuan, 63, is accused of agreeing to take the bribes from Ng Lee Peng, 62, Lim Kian Koon, 64, and Yap Hwee Kang, 66, to further the business interests of their respective companies in proposals for contracts with the town councils. The allegations emerged during legal proceedings in which Phua was charged with four counts of graft and two counts of dealing with the benefits of his purported criminal conduct. The charges against Phua stem from multiple instances of alleged misconduct spanning several months. According to court documents, Phua was a senior project manager linked to Holland-Bukit Panjang Town Council in March 2020 when he allegedly accepted $30,000 in bribes from Yap Hwee Kang, who was then a director at Paragon Engineering. Between September and October 2022, Phua was employed by EM Services, the managing agent for the three town councils, and is accused of taking $40,000 in bribes from Ng Lee Peng, who was a director at MCE Contract Services and J&M Construction at the time. In December 2022, while still associated with EM Services, Phua is said to have accepted $100,000 in bribes from Lim Kian Koon, a director at Seah & Lim Construction. Phua’s alleged involvement in financial misconduct continued beyond the initial bribes. Between December 7 and 28, 2022, he reportedly directed one Maureen Chua to deposit $90,000 of his supposed illicit earnings into her bank account. Court records do not clarify how Phua was connected to Ms. Chua. Further, from January 17 to 20, 2023, Phua allegedly used over $105,000 of his purported illegal funds to purchase a Mercedes-Benz vehicle. These actions are part of the broader allegations of graft and misuse of public resources. Ng Lee Peng was charged with two corruption-related offenses, while Yap Hwee Kang and Lim Kian Koon each faced a single count of graft. All four individuals, Phua, Ng, Yap, and Lim, are Singaporean nationals. The case against Phua involves multiple instances of alleged wrongdoing, including the acceptance of bribes and the subsequent misappropriation of funds. The charges against them reflect serious violations of ethical and legal standards in public procurement processes. EM Services, the company through which Phua operated, is described on its official website as being jointly owned by the Housing Board and Keppel Management. As a managing agent for the three town councils, EM Services plays a key role in overseeing property maintenance and management activities.
