Security intensified in 27 red-category areas ahead of BARMM polls

Security measures have been significantly ramped up in 27 high-risk areas across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in preparation for its first parliamentary elections, scheduled for September 14. The Philippine National Police (PNP) has deployed additional forces and intensified operations following the classification of these regions under the “red category” by the Commission on Elections (Comelec). This designation was based on assessments of serious security threats posed by communist terrorist groups and other armed organizations operating in the area. The red-category status applies to multiple municipalities in Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, and the Special Geographic Area. These locations were identified as particularly vulnerable due to historical tensions and ongoing security challenges. General Jose Melencio Nartatez Jr., head of the PNP, issued directives to enhance police presence and coordination in these zones to ensure the polls proceed safely and transparently. His orders emphasize the need for sustained efforts to improve public perception of electoral integrity in the region, which has historically faced disruptions during voting periods. Under the directive, the PNP will station a total of 8,299 personnel to oversee election security. Of this number, 4,983 officers are from the Police Regional Office-BARMM, 1,316 are national support units, and 2,000 are sourced from other regional police departments. The deployment includes the use of the Enhanced Managing Police Operations strategy, designed to optimize resource allocation and response capabilities. Checkpoints have already been established to enforce the ongoing gun ban, which remains active throughout the period from July 16 to September 29, 2026. Local government units have been urged to collaborate closely with the PNP to maintain order and prevent incidents before, during, and after the elections. Police commanders have also been directed to engage with community leaders and clan representatives to foster peace agreements that promote a stable environment for the upcoming vote. Increased police visibility is expected to deter potential disturbances and reassure voters that their rights will be protected. The elections represent a pivotal moment for the BARMM, marking the first regular parliamentary polls under the Bangsamoro Organic Law, or Republic Act No. 11054, as amended by Republic Act No. 12317. The law aims to establish a more autonomous governance structure for the region, granting greater self-rule to Muslim-majority communities.
