PGE protests against suspension of research that linked Flavio to Vorcaro

The Procuradoria-Geral Eleitoral (PGE) has opposed the decision by TSE President Nunes Marques to suspend a survey conducted by the AtlasIntel institute linking Flávio Bolsonaro, a presidential candidate from the PL party, to Daniel Vorcaro, owner of Banco Master. The survey presented an audio clip attributed to Bolsonaro, published by The Intercept Brasil, in which he allegedly pressures Vorcaro regarding funding for the film 'Dark Horse.' The PGE argues there is no justification for the suspension, emphasizing that electoral justice cannot interfere with research topics unless there is clear evidence of bias or lack of impartiality. The PL party claims the survey manipulated respondents' opinions against Flávio, while AtlasIntel defends its methodology, stating the questions were based on publicly available information and that audiovisual elements were used after collecting voting intentions.

A Brazilian political landscape has been stirred once again by developments involving Flávio Bolsonaro, son of former President Jair Bolsonaro and a prominent figure within the Liberal Party (PL), and Daniel Vorcaro, owner of Banco Master. This week, a second meeting between Flávio Bolsonaro and Vorcaro took place, reigniting discussions about their relationship and its implications on ongoing political investigations.

The situation escalated after the release of an audio recording attributed to Flávio Bolsonaro, which was published by The Intercept Brasil. In this recording, he allegedly pressures Vorcaro regarding financial support for the film "Dark Horse." The audio became central to a controversial research study conducted by the Institute AtlasIntel, which linked Flávio to Vorcaro. The research was initially suspended by the president of the Supreme Electoral Court (TSE), Nunes Marques, who cited concerns over potential bias in the methodology used by the institute.

In response to the suspension, the Electoral Prosecution Office (PGE) voiced strong opposition. The vice-procurator-general electoral, Alexandre Espinosa, argued that there were no valid grounds for halting the research. He emphasized that the judiciary should not interfere with research topics unless there is clear evidence of a breach of neutrality and impartiality. Espinosa further stated that restrictions based solely on dissatisfaction with the content of questions or disagreement with standard methodologies are unjustified.

The National Directorate of the PL party accused the AtlasIntel of manipulating public perception against Flávio Bolsonaro. They claimed that the research employed negative narrative stimuli before asking respondents about voting intentions. However, the PGE refuted these claims, stating that there was no proof of manipulation. It highlighted that Flávio himself did not deny the authenticity of the facts discussed in the audio, which undermines the argument that there was a break in the chain of custody.

Nunes Marques, while acknowledging the power of electoral research to influence the legitimacy of elections and the balance of resources among candidates, expressed concern that the sequence of questions might have exceeded statistical neutrality. His decision to prohibit the company from promoting and maintaining the research through official channels was based on the belief that such questions could potentially contaminate responses.

In defense of its research methods, AtlasIntel maintained that its questionnaire respected methodological autonomy and aimed only to assess public perception of widely reported facts. The company also noted that audiovisual elements were introduced only after collecting voting intentions, thus preventing any undue influence on primary results. Following the ruling, AtlasIntel issued a statement defending its research, expressing confidence in the technical analysis and methodology of the study by the TSE panel.

The AtlasIntel survey, conducted electronically between May 13 and 18, 2026, interviewed 5,032 individuals. The research focused on voters' perceptions of the audio clip, followed by broader questions on Brazil's major issues, decisions made by President Luiz Inácio Lula da Silva (PT), evaluations of politicians, and social themes. The audio was presented as the final item in the questionnaire (item 48). The research had a margin of error of one percentage point and a confidence level of 95%, registered under number BR-06939/2026 with the TSE.

The audio attributed to Flávio Bolsonaro, obtained by The Intercept, contains messages exchanged between Vorcaro and several other parties, revealing potential connections and discussions around financial matters related to the film "Dark Horse." These communications have sparked further scrutiny into the nature of the relationship between Flávio Bolsonaro and Vorcaro, adding layers of complexity to the already contentious political environment surrounding both figures. As the legal battle continues, all eyes remain on the TSE’s upcoming decisions, which will determine whether the research findings can proceed without interference.
