Landbank, NCSC formalize digital cash gifts for ECA beneficiaries

In a significant move aimed at enhancing accessibility and efficiency in government welfare programs, the National Commission of Senior Citizens (NCSC) and the Land Bank of the Philippines (Landbank) have formalized a new arrangement for the digital distribution of cash gifts under the Expanded Centenarians Act (ECA). The agreement, signed on July 1, marks a pivotal step in transitioning traditional welfare disbursement methods into a more modern, tech-driven approach. This initiative allows eligible senior citizens to receive their benefits through electronic payment channels, aligning with national efforts to digitize public services and improve the experience of beneficiaries. The Supplemental Memorandum of Agreement (MOA) between the NCSC and Landbank establishes a framework for the digital release of cash gifts under Republic Act No. 11982, also known as the Expanded Centenarians Act. This law, enacted in February 2024 by President Ferdinand Marcos Jr., expands the scope of the original Centenarians Act, which previously only provided cash incentives to Filipinos who reached the age of 100. Under the new legislation, individuals who attain the ages of 80, 85, 90, and 95 are now eligible to receive a P10,000 cash gift, while those turning 100 years old continue to receive P100,000. The MOA was signed by NCSC Chairperson and Chief Executive Officer Atty. Ma. Merceditas N. Gutierrez and Landbank President and CEO Lynette V. Ortiz. The ceremony was witnessed by NCSC Acting Executive Director IV Ana Marie C. Calapit and Landbank Executive Vice President Marilou L. Villafranca. According to the NCSC, this collaboration reflects the government's commitment to leveraging technology to streamline service delivery and expand payment options for senior citizens. Gutierrez emphasized that the partnership represents a major milestone in improving access to government services for older Filipinos, especially those covered by the ECA. She highlighted that modernizing financial delivery systems goes beyond mere fund distribution—it aims to eliminate logistical challenges, reduce waiting times, and ensure that senior citizens receive their benefits with dignity, security, and respect. The implementation of the digital distribution mechanism involves several steps. Beneficiaries with existing Landbank accounts can have their cash gifts directly credited to these accounts. Those without such accounts can open them using Landbank’s Mobile Banking App or the Digital Onboarding System available at any branch. Once registered, recipients can receive their incentives through a Landbank Perang Inimpok Savings Options (PISO) Plus Account, a Landbank Visa Debit Card, or their nominated bank accounts. Landbank President and CEO Lynette V. Ortiz noted that the bank's digital initiatives aim to meet the specific needs of vulnerable groups. She stated that effective development is not solely about technological progress but about ensuring that these advancements genuinely serve and protect the most vulnerable members of society. To qualify for the cash gifts, beneficiaries must submit the necessary documentation through their local Office for Senior Citizens Affairs or Local Social Welfare and Development Office. These offices play a crucial role in verifying eligibility and facilitating the process of receiving benefits through digital channels. Looking ahead, the NCSC anticipates disbursing over P3 billion in cash gifts to approximately 299,000 beneficiaries in 2026 alone. This projection underscores the scale of the program and highlights the importance of maintaining robust digital infrastructure to handle the increased volume of transactions efficiently. As the initiative progresses, it is expected to significantly impact the lives of thousands of senior citizens across the country, offering them greater convenience and financial security.
