Step Ahead: Neighboring country introduces special codes for certain types of vehicles

Bosnia and Herzegovina is set to introduce special license plate markings for electric and hybrid vehicles, according to a proposed amendment to the Vehicle Registration Regulation prepared by the Ministry of Civil Affairs of Bosnia and Herzegovina. The new system aims to distinguish low-emission vehicles more clearly while laying the groundwork for future incentives such as preferential parking, access to restricted traffic zones, and potential tax and administrative benefits. The current registration plate system will remain unchanged, retaining its existing format of a combination of numbers and letters without city or regional designations due to the country’s unique political structure. However, a new feature will be added, a distinct marking on the right side of the license plates. Fully electric vehicles (BEVs) would bear a green strip with the letter “E,” plug-in hybrids (PHEVs) a blue strip with the letter “P,” and conventional hybrids (HEVs) a turquoise strip with the letter “H.” A simpler option without colored strips, using only the relevant letters, is also under consideration, according to Automobiliona. According to officials from the ministry, the goal extends beyond visual differentiation. They emphasized that the initiative seeks to create a foundation for future policies aimed at promoting the use of low-emission vehicles. These could include measures implemented by different levels of government to encourage their adoption through incentives and regulatory support. Minister of Civil Affairs Dubravka Bošnjak stated that the special license plates would facilitate the identification of electric and hybrid vehicles, making it easier to implement measures designed to promote their usage. Similar systems already exist in several European countries. For example, Germany uses an additional “E” marking on license plates, while some nations mark electric vehicles with specific colors for letters, numbers, or the background of the plates. The number of electric and hybrid vehicles in Bosnia and Herzegovina has been increasing over recent years. According to data from the Bosnia and Herzegovina Indirect Taxation Administration, 230 electric and 2,408 hybrid vehicles were imported in 2024. In the first ten months of 2025, the figures rose to 161 electric and 3,014 hybrid vehicles imported into the country. The proposal comes amid growing awareness of environmental issues and the push toward sustainable transportation solutions. While the exact implementation date for the new license plate system has not yet been announced, the ministry has indicated that discussions are ongoing regarding the final design and rollout plan. Officials have not specified whether the change will apply nationwide or only to certain regions within Bosnia and Herzegovina. Industry experts suggest that the move aligns with broader trends in Europe, where governments are increasingly recognizing the role of policy tools in accelerating the transition to greener mobility. The introduction of these license plates could serve both practical and symbolic purposes, helping authorities manage traffic and emissions while signaling a commitment to reducing carbon footprints. The proposed changes have sparked interest among automotive manufacturers and dealers, who see them as a step toward creating a more supportive environment for low-emission vehicle sales. Some local car owners have expressed enthusiasm about the idea, noting that the markings could make it easier to identify eco-friendly vehicles in urban areas. The ministry has not yet responded to questions about how the new system might interact with existing regulations or whether there are plans to expand similar initiatives to other types of environmentally friendly technologies. However, the focus appears to be primarily on electric and hybrid vehicles at this stage.
