Slovenian authorities have announced that section-based speed measurement will begin shortly, with specific monitoring points set to be established along key highway intersections. The system, which aims to reduce speeds and enhance road safety rather than impose fines, is expected to start operations in September. Officials have confirmed that all necessary preparations are underway, including the finalization of technical and measurement conditions required for the system’s legal and reliable operation. The project involves the installation of advanced measuring equipment across several strategic locations. These include the area around the Trbošće tunnels heading towards Maribor, the highland pass near Nova Gorica toward Ljubljana, the section between Ljubljana Brod and Vodice leading to Kranj, and the stretch between Logatec and Vrhnika near Ljubljana. Unlike traditional speed cameras that record instantaneous readings, this system will calculate average speeds over defined sections, providing more accurate data for enforcement purposes. The implementation has faced delays due to the lack of certification for the measuring device, produced by Belgian manufacturer MacQ. The selected contractor, Intermatic, was chosen based on its cost-effective proposal featuring the iCar5 model. However, the absence of the required certificate from the Slovenian Metrology Office caused a delay in the deployment process. According to the contract, Intermatic faces daily penalties of €1,059 for each day of delay, though the total penalty cannot exceed 10% of the contract value, which amounts to €530,000 including VAT. Officials have emphasized that the primary goal of the system is to encourage safer driving habits rather than solely enforce penalties. They stated that police will manage the system, conducting measurements and handling violations. The final activation date remains pending until all administrative and technical requirements are met. While the initial target was to launch the system by the end of July, the extended timeline reflects the complexity of ensuring compliance with regulatory standards. The system's design includes a comprehensive infrastructure, integrating software, communication networks, and connections to other systems. This ensures real-time data processing and secure transmission of results. The involvement of multiple stakeholders highlights the collaborative effort required to implement such a large-scale initiative. The DARS agency, responsible for managing Slovenia’s motorway network, played a central role in coordinating the project, selecting the contractor, and overseeing the setup process. Despite the challenges encountered, officials remain confident in the system’s eventual operational readiness. They have assured the public that the exact start date will be communicated promptly once all procedures are completed. The focus remains on achieving long-term improvements in road safety through consistent and reliable speed monitoring. As the final stages of preparation continue, the expectation is that the new system will contribute significantly to reducing accidents and promoting safer travel conditions on Slovenian highways.
