Integration budget: the farmer sees his tasks as secured

Austrian Integration Minister Claudia Bauer has announced detailed plans for her ministry's budget for the years 2027 and 2028, revealing a significant reduction in overall spending compared to current estimates. The proposed budget amounts to 124 million euros for 2027 and 126 million euros for 2028, down from the anticipated 143 million euros this year. Despite this decrease, Bauer emphasized during a press conference that the most critical tasks—namely German language learning and the mandatory integration program—would remain secured. This announcement comes amid broader discussions about efficiency and cost-saving measures within Austria’s integration policies.

The allocation for German language courses remains substantial, with approximately 61 million euros planned for each of the two years. This funding would support around 68,000 courses annually, surpassing the roughly 50,000 offered this year. The increase in course numbers is attributed to improved efficiency, including hybrid formats such as in-person lectures combined with online options, self-learning platforms, and compact courses tailored for individuals needing to repeat their studies. These changes aim to maximize accessibility while reducing costs associated with traditional classroom setups.

Bauer also highlighted efforts to enhance commitment among participants in integration programs. She mentioned plans to enforce stricter attendance requirements for integration courses, which she linked to the hope that the coalition government would soon approve the still pending Integration Obligation Act. According to data from 2025, nearly 13,000 German language and values orientation courses were abandoned without valid excuses, indicating a need for stronger accountability mechanisms.

The Austrian Integration Fund (ÖIF) is set to receive increased funding, rising by 3.5 million euros in 2027 and 6 million euros in 2028. This boost aims to ensure the continuation of the mandatory integration program, alongside implementing case management strategies involving personalized consultations. These initiatives reflect a shift towards more targeted and individualized approaches to integration support.

In addition to language education, Bauer outlined plans regarding family benefits under the integration framework. She referenced a proposed legal regulation that would require individuals granted subsidiary protection to engage in employment before being eligible for additional family allowances under basic social security. This approach aligns with ongoing discussions on social welfare reforms, which are currently under negotiation. While specific details about these reforms have yet to be finalized, they signal a potential move toward linking financial assistance with active participation in the labor market.
