Fachin reinstates pre-trial detention of CCP leader

The president of the Supreme Federal Court, Minister Edson Fachin, has reinstated the preventive arrest of Douglas de Azevedo Carvalho, known as 'Mancha,' the leader of the PCC (Primeiro Comando da Capital). This decision overturned a ruling by Justice Messod Azulay Neto of the Superior Court of Justice, who had replaced the preventive detention with cautionary measures such as electronic ankle monitoring and monthly appearances before the court. The Public Prosecutor’s Office requested the reinstatement, citing concerns over potential serious harm to public order and safety due to Carvalho’s alleged involvement in severe crimes, including organized crime leadership, money laundering, international drug trafficking, and qualified homicide. Before the release order was issued by the Justice of Minas Gerais, a judge in Belo Horizonte had already ordered his arrest under a separate investigation. Fachin’s interim measure will now be reviewed by the full bench of the Supreme Court during a virtual session scheduled between August 14 and 21.
