Will the New York City Council have a headache because of the ruling?

The article discusses concerns raised by members of the municipal council and interested citizens regarding the decision to establish a public institution called 'Cultural House Nova Gorica' as part of the legacy of the European Capital of Culture (EPK) project. Critics argue that the decision does not address key issues such as staffing, programming, and financial implications. Council member Oton Mozetič from the ZZP party highlighted unresolved questions about the EPK heritage, including its content, costs, and number of employees. A proposed amendment suggested that the council first adopt a management program for the EPK heritage before proceeding with the new institution, but this was rejected by 17 council members. Supporters of the decision, including Deputy Mayor Marko Tribušon, emphasized the importance of preserving the EPK legacy, particularly infrastructure and cultural assets. However, critics, including the civic initiative 'We Are All Cultural House' and various cultural workers and stakeholders, argue that the EPK heritage cannot simply be transferred to a single institution and that more detailed planning is needed before moving forward.

The city council of Nova Gorica has extended the operational period of the public institution GO!2025 until June 30 of next year. This decision was made during a recent meeting where the council confirmed a change in its previous resolution regarding the extension of the organization's activities. However, the council did not yet reach a final decision on how the heritage of the European Capital of Culture will be managed by the Cultural Center of Nova Gorica. The council members acknowledged that there were still content-related comments about the proposal concerning the cultural center, prompting Mayor Samo Turel to call for a recess and urge the leaders of the council groups to ultimately adopt a final decision. Nevertheless, consensus was not reached, leading Turel to announce that an extraordinary session would be called on Tuesday to review the proposal again. This move aims to expedite the selection of the director of the cultural center, who must understand the challenges ahead. According to the new plan, the cultural center will have three organizational units, including a department responsible for preserving the heritage of the European Capital of Culture. Council member Andrej Pelicon emphasized that this should be seen as an investment in tourism, culture, and hospitality rather than a waste. Council member Gabrijel Fišer warned against reducing funds for existing programs of the Cultural Center while pursuing new activities. Council member Elena Zavadlav Ušaj opposed the proposal, stating that she does not agree with having three departments within the cultural center and also disagrees with the formation of a dialogue group. Similarly, Oton Mozetič criticized both the extension of GO!2025’s operations and the proposed structure of the cultural center, expressing concerns about the tasks they would undertake and the costs involved. Representatives from the civil initiative "We Are All the Cultural Center" expressed their views, emphasizing the need for an assessment of the costs of reorganization, the impact on job structures, and the effect on funding for existing programs before the final adoption of the decision. They also highlighted that the council had not adequately considered the decision when confirming it and suggested the possibility of initiating oversight measures at the Ministry of Finance and the Ministry of Culture.

The European Capital of Culture will become part of the Cultural Center of Nova Gorica according to a recent decision. However, questions remain about whether this decision addresses staffing, programming, and financial issues. Council member Oton Mozetič from the ZZP party raised concerns after the adoption of the decision regarding the establishment of the Public Institution Cultural Center Nova Gorica. He pointed out that the current organizational hybrid does not resolve either the problems related to the heritage of the European Capital of Culture nor the existence of the cultural center itself. He reiterated his doubts about what exactly constitutes the heritage of the European Capital of Culture, the number of employees required, and the cost implications for the municipality. In response to these concerns, Mozetič introduced an amendment suggesting that the municipal council should first approve a Management Program for the Heritage of the European Capital of Culture, which would define the tangible and intangible heritage, objectives, and approximate financial and staffing consequences of implementing this service. Ten council members supported the amendment, while seventeen voted against it. Elena Zavadlav Ušaj from the Democrats stated that the amendment addressed concerns raised by both the civil initiative and stakeholders of the European Capital of Culture, but lamented that the mayor was unwilling to listen. Deputy Mayor Marko Tribušon from the Development List welcomed the decision, emphasizing that maintaining the legacy of the European Capital of Culture would prevent losses, particularly in terms of infrastructure and heritage left behind by the event. However, critics such as the civil initiative "We Are All the Cultural Center" and a group of interested citizens led by Miho Kosovel oppose the rushed decision-making process. They argue that the heritage of the European Capital of Culture cannot simply be transferred to one institution. In a public statement, they stressed that the European Capital of Culture is not a project of a single institution and therefore its heritage cannot be easily moved from one entity to another as if it were a bag of potatoes. They believe that the ongoing discussions have failed to address fundamental questions about what exactly constitutes the heritage of the European Capital of Culture, which projects and programs should continue beyond 2025, and who will implement them under what conditions. They recommended that the municipal council delay the decision-making process and establish a working group consisting of stakeholders and experts to prepare a comprehensive plan for the development and management of the heritage of the European Capital of Culture. Similar concerns were echoed by members of the civil initiative "We Are All the Cultural Center." Their representative, Tomaž Belingar, emphasized that members of the initiative and employees of the Cultural Center have always advocated for a public expert discussion where all parties could present their arguments and considerations. He noted that such a discussion did not take place, leaving unanswered questions about the programmatic heritage of the European Capital of Culture, financial implications for the municipality, and sources of funding for future activities. Belingar warned that today's decision is merely theoretical and consists of letters on paper that will eventually translate into numbers in practice. He further indicated that the ruling coalition and mayor are urgently needed to determine the form and appoint a director for managing something whose exact nature remains unclear. He highlighted the success of the civil initiative in preserving the independence of the 46-year-old Cultural Center of Nova Gorica.
