Germany has taken a significant step in its national security strategy with the opening of a new center dedicated to countering hybrid threats. General Prosecutor Jens Rommel expressed skepticism about the necessity of this new center, noting that Germany already has several existing centers aimed at addressing similar threats and warning of potential bureaucratic inefficiencies.
Recent incidents highlight the growing concern surrounding hybrid threats. One notable case involves a series of attacks on hundreds of cars in four German states shortly before the last federal election. Prosecutors believe that three men and a woman were deliberately incited to damage vehicles using insulation foam, accompanied by stickers promoting green policies and images of then-economics minister Robert Habeck. Each damaged car was reportedly offered €100 in compensation. Another incident occurred when a package containing an explosive device with a time delay caught fire in a container in Leipzig in July 2024. If the container had continued its journey without delay, the explosion might have occurred mid-flight, likely triggered by Russian intelligence operatives.
Beyond hybrid threats, the Innenministerkonferenz (IMK)—a meeting of federal and state interior ministers—has prioritized strengthening civil defense capabilities. This initiative seeks to build resilience against both natural disasters and attacks on critical infrastructure. As part of this effort, a comprehensive plan is being developed to significantly bolster civil preparedness by 2029. Hamburg's Interior Senator Andy Grote outlined the need for a unified approach involving closer collaboration between federal and state authorities, as well as greater involvement of the Ministry of Defense and the armed forces.
Civil defense measures include improving IT infrastructure, ensuring secure communication channels during crises, and enhancing the population's self-protection skills through civil protection courses. There is also a push to integrate civil defense education into school curricula, aiming to raise awareness among children and subsequently their families. This approach contrasts sharply with past strategies that relied heavily on bunker facilities, as modern threats require quick response times rather than long-term preparation periods.
The emphasis on civil defense reflects broader concerns about societal stability amid increasing hybrid warfare risks.
