His efforts were thwarted by police who blocked his truck from entering the county administration's parking lot for two hours. The incident occurred amid growing concerns over waste management in the region, particularly with the upcoming holidays of Ascension Day and the Feast of the Assumption of Mary. Bulj arrived in Split in a garbage truck belonging to the Cetinska Krajina Cleanliness Company, intending to unload waste near the county administration’s building. However, he was prevented from doing so by law enforcement. After being stopped, he remained parked outside the building for two hours before leaving the scene. He later returned to Sinj, held a meeting at the county administration, and then made public statements regarding his decision to open the Mojanka landfill independently. In a press statement, Bulj announced that he had issued an official decision to temporarily suspend the existing waste management order and allow only waste collected within the city limits of Sinj to be deposited at the Mojanka landfill until the appeal process is completed and a final decision is reached by the relevant ministry. He justified this action as necessary for protecting public health, the environment, and the normal functioning of the city following the closure of the landfill by the State Inspectorate. Bulj emphasized that the Mojanka landfill had never possessed a valid operating permit and that the City of Sinj had prepared all required documentation and new containers to increase the landfill’s capacity. He pointed out that the landfill should have been closed in 2018 when the Regional Waste Management Center Lecevic was supposed to become operational. He reminded that since 2014, the current mayor of Split, Tomislav Šuta, had managed the center. “Why hasn’t the center opened yet?” Bulj questioned. “The city signed an agreement with the fund in 2018 stating that Mojanka would remain functional until Lecevic opens. It is now 2026, and we are being punished and asked where the permit is that we never had,” he stated. Responding to Bulj, Blaženko Boban, the mayor of Split-Dalmatia County, asserted that the problems in Sinj and the current situation are the responsibility of the mayor of Sinj, as municipalities and cities are obligated to manage waste on their respective territories. He noted that the Mojanka landfill, along with several others, had been closed last year as well. According to Boban, the City of Sinj failed to submit a single document, namely a bank guarantee, to the county administration within one year, which prevented them from obtaining a waste management permit. “The bank guarantee has still not been submitted today. The inspectorate acted as it did. I won't go into that, but I will repeat that we have this one single document, the bank guarantee, which would grant Mojanka a permit for waste management,” Boban said. He added that a complaint must be filed against the closure of the landfill and expressed confidence that the towns of Alka and Dani Velike Gospe would pass through Sinj cleanly and orderly. He also mentioned that the Lecevic center is currently open, and therefore, waste from the mayor’s known reasons could not come into Sinj again because waste selection at the lowest possible level is taking place throughout the entire county area. The issue of waste management in Sinj has become increasingly urgent due to the closure of the Mojanka landfill and the lack of alternative solutions. The situation has prompted discussions among local officials and raised questions about the responsibilities of both municipal and county authorities in ensuring proper waste disposal.
