BAA large metallic structure shaped like a megaphone, intended as a symbol of freedom of speech, was installed in the center of Banja Luka in April 2021. It was meant to serve as a public space where citizens could freely express their opinions, suggestions, or criticisms without needing any permits or prior notice. Initially, the installation hosted literary evenings, concerts, debates, and cultural programs, but these activities have since ceased. Today, the structure stands largely unused, with few people stopping to speak into it. The article questions whether the issue lies in the concept itself or in the lack of content that would encourage citizens to engage with it. While freedom of speech does not depend on physical structures, public spaces need continuous activation to become places of dialogue and exchange.
