RTV Slovenija se sooča z resnimi finančnimi težavami, zaradi česar je njeno vodstvo pripravilo dva scenarija za poslovanje do konca leta in likvidnostne ukrepe za izpolnjevanje obveznosti. The financial situation at RTV Slovenia has deteriorated to a critical point, prompting the management board to propose two operational scenarios and liquidity measures to address outstanding obligations. The exact content of these proposals remains undisclosed at this time. If the state does not provide the legally mandated funds and the institution is unable to secure additional financing, there could be a risk of delayed payment of August salaries. This issue, combined with broader challenges within RTV Slovenia, led to an extraordinary meeting of the RTVS council, which was requested by five members, four representatives of employees and one member of the workers' council. Among the proposed solutions, the most realistic option appears to be borrowing money. Robert Pajek, a member of the RTVS council representing employees, questioned whether the administration had prepared a plan in case the state did not allocate the required funds. Natalija Gorščak, chairperson of the administration, responded that RTVS could later claim the money through legal means. However, she acknowledged that this would not resolve the current cash flow crisis. “The most realistic scenario is that we take on debt because, according to the law, we must obtain this money,” she stated. Pajek expressed skepticism about the feasibility of such a plan. He pointed out that the national treasury had already informed the administration that it would not approve a higher debt limit. “The administration always talks about possibilities, but there are no actual solutions,” he remarked. He also doubted the administration’s certainty regarding state funding. “How can the administration assume that the current government will provide the money? Neither the previous nor the current government has fulfilled its promises. Your optimism is extremely misplaced,” he added. Gorščak, however, insisted that the administration must operate under the existing legal framework. “We live in a country where laws are respected. The new legislation on RTV is valid, and the state has an obligation to pay. As long as the law is in effect, we will receive this money,” she countered. Despite the lack of clarity on potential loan terms and interest costs, the administration is exploring options with commercial banks. At the same time, RTVS has been limiting employment, external collaborations, investments, and production expenses. By the end of June, the organization had concluded 1999 employment contracts, 30 fewer than at the end of last year. Unofficial reports circulating within the organization suggested that some employees in the Symphony Orchestra and Big Band of RTV Slovenia were placed on standby. According to these reports, both groups were reportedly called back to work after participating in the Summer Night event. When asked whether employees in these groups had been placed on standby following the event and whether others were still waiting, RTVS strongly denied that any members of either group or any other employee were currently on standby. RTVS expects 15.23 million euros from its budget this year: 10.88 million for ethnic programs and 4.35 million for music production. By the end of June, it should have received 7.76 million euros, yet the funds were missing. Despite this, RTV Slovenia recorded the amount as receivables or income, leading to a more favorable financial picture than the actual balance sheet. In the first six months, RTVS generated 80.21 million euros in revenues and incurred 78.04 million euros in expenses, resulting in a 2.17 million euro surplus. However, this figure includes the uncollected state funds. Meanwhile, advertising revenue was 3.12 million euros lower than planned. Therefore, the accounting surplus does not indicate that the organization has sufficient cash to meet ongoing obligations. To manage the cash shortfall, the administration has been addressing the liquidity gap throughout June.
