The following day, however, senior administration officials appeared to downplay the significance of Trump’s claims. They stated that the narrative surrounding election interference was not centered on China but rather on unspecified "domestic nefarious actors." Peter Navarro, a former White House official, emphasized that the real threat came from within the country, not from abroad. Later that day, Press Secretary Karoline Leavitt confirmed that plans for a state visit by Chinese President Xi Jinping to the White House in September remained unchanged, despite allegations of foreign election interference. Later that week, Reuters reported that the Department of Justice had issued updated guidelines allowing government employees to download TikTok onto their devices. This decision came despite ongoing concerns over the app's algorithm being controlled by the Chinese Communist Party (CCP). Reports indicated that the CCP had previously used this control to influence public sentiment against Trump's trade policies with China. A 2020 assessment by the National Intelligence Council highlighted TikTok as a key platform through which the CCP could exert influence on U.S. public opinion and potentially interfere in elections. According to the National Intelligence Council's assessment dated April 7, 2020, China employs various tools, including social media platforms such as TikTok, to expand its ideological and political influence beyond its borders. These actions, according to the report, threaten the sovereignty of Western democracies while bolstering the stability of the CCP regime. The report suggested that the Chinese leadership perceives democratic nations as vulnerable due to their perceived lack of internal legitimacy, making them susceptible to external manipulation. Trump faces a dilemma in addressing these issues. While he has publicly criticized China's involvement in election interference, his administration has not taken decisive measures to counteract the potential threats posed by TikTok. Analysts argue that Trump possesses significant leverage given the current political climate in China, marked by high-profile purges within the ruling party. By hosting Xi Jinping in Washington, Trump might inadvertently signal weakness, especially if no punitive actions are taken against China for its alleged election interference. To strengthen U.S. election security and assert dominance over the CCP, Trump could reconsider the ongoing negotiations regarding TikTok. The app is viewed as a critical instrument of psychological warfare by the Chinese government, capable of influencing American public opinion and fostering division among citizens. Congressional efforts in 2024 to separate TikTok from its parent company, ByteDance, were driven by evidence linking the app to increased antisemitism in the wake of Hamas' attacks on Israel. Despite these concerns, the algorithm governing TikTok continues to be under the control of the Chinese government.
