A proposed nationwide initiative to protect students from extreme heat in UK schools faces delays, with implementation not expected until 2028, despite recent record-breaking temperatures and widespread disruptions caused by heatwaves. According to internal discussions and reports, the government is evaluating recommendations from the Climate Change Committee, which called for the installation of air conditioning in all schools and the establishment of a maximum indoor temperature limit. However, these measures remain unimplemented, leaving educators and students vulnerable to future heat events. The Climate Change Committee's landmark report, released in May, highlighted the growing threat posed by rising temperatures to educational institutions. It warned that without immediate intervention, the number of school days lost to extreme heat could increase significantly. The committee recommended that schools adopt air conditioning systems and enforce a cap on indoor temperatures to safeguard student health and academic performance. These suggestions were included in the government's ongoing deliberations for its fourth national adaptation program, scheduled for release in 2028. Education sector representatives expressed concern over the delayed response. Pepe Di’Iasio, general secretary of the Association of School and College Leaders, emphasized the urgency of implementing a comprehensive heatwave strategy. He noted that while the government has acknowledged the Climate Change Committee's proposals, there is insufficient evidence of swift action being taken. Di’Iasio pointed out that current regulations lack specific temperature limits for classrooms, unlike those in place for livestock transportation. Paul Whiteman, general secretary of the National Association of Head Teachers, echoed similar sentiments, urging the government to invest in improving and modernizing school infrastructure. This includes enhancing ventilation systems, installing solar panels, improving insulation, ensuring buildings are waterproof, and potentially incorporating air conditioning. While the government has outlined updated standards for new and renovated school buildings, these guidelines do not mandate the inclusion of air conditioning units. The Department for Education (DfE) has allocated funds through its £710 million renewal and retrofit program, extending until 2029-30, and nearly £20 billion through 2034-35 to rebuild over 750 schools. However, these financial allocations do not specifically target air conditioning installations. Schools wishing to acquire either permanent or portable air conditioning units must rely on their existing capital budgets, which are primarily designated for overall building maintenance. Funding constraints pose a challenge, as the DfE's capital budget is projected to decrease annually by 1 percent from this year until 2029-30 to accommodate increased defense expenditures. Unions have raised alarms regarding the potential impact of these cuts on the ability to retrofit schools effectively. The Climate Change Committee has issued warnings that without adequate measures, students could lose up to 8.2 days of schooling each year by 2050, adversely affecting their academic outcomes. Baroness Brown, one of the government's climate advisors, has advocated for shifting the timing of GCSE and A-level examinations to mitigate the effects of high temperatures on student performance. Current guidelines suggest that schools open windows early in the morning or overnight to allow heat to dissipate, close them when outdoor temperatures exceed indoor ones, and utilize blinds or curtains to manage indoor temperatures. Additionally, minimizing the use of electric lighting is advised to reduce heat generation within classrooms.

Avtor opisuje fizično in čustveno škodo zaradi visokih temperatur, vključno s težavami pri zmenkih, socialnih interakcijah in prevozu.

Ocena pristranskosti (Progresivno): V članku je vprašanje vročinskih valov in njihovega družbenega vpliva obravnavano kot naraščajoča kriza, kar nakazuje, da Velika Britanija ni pripravljena na podnebne spremembe.

Zakaj dejstva (50): The article contains some factual elements related to the UK's heat issues and lack of air conditioning infrastructure, but it lacks specific data on the doubling of AC units in homes.
