Singapore will implement a stricter demerit points system starting January 1, 2027, reducing the threshold for license suspension from 24 to 18 demerit points over a 24-month period. For probationary drivers, the threshold will drop from 13 to 12 points within their 12-month probation period. These changes aim to enhance road safety by deterring reckless behavior and keeping unsafe drivers off the roads for longer. The decision follows a rise in road fatalities and injuries, with 149 deaths recorded in 2025, marking a 10-year high, and 9,955 injured individuals, up from 9,342 in 2024. The new system introduces longer suspension periods for repeat offenders. First-time suspensions will extend from 12 weeks to four months. Subsequent suspensions will see drivers unable to operate vehicles for six months, up from the current 24 weeks. A third suspension will result in a two-year ban, with all further suspensions lasting five years. The police emphasized these adjustments are necessary due to worsening road conditions and the need to enforce stricter compliance with traffic laws. To support drivers affected by the new rules, the DIPS retraining course will undergo modifications. Currently, the voluntary 1½-day course offers suspended drivers a chance to shorten their suspension periods by completing theory and practical tests. However, from 2027, the course will be available only to those facing their first suspension. Completion of the course will reduce their suspension period from four months to six weeks. Additionally, the Safe Driving Course, which allows participants to expunge four demerit points, will be discontinued. The course, which lasts approximately 4½ hours, has historically seen a low participation rate of just 15% as of 2025. A one-time adjustment will be made during the transition to the new system. Non-probationary drivers will have up to six demerit points waived, while probationary drivers will receive a one-point waiver. This applies to violations committed before 2027. For instance, a non-probationary driver with four demerit points on December 31, 2026, will have those points fully waived upon entering 2027. Any remaining points from prior offenses can be used if the violation occurred before 2027. However, points earned in 2027 cannot be carried forward or saved for future infractions. Fines associated with traffic violations remain unchanged and must still be paid. The changes also include revisions to the demerit points assigned to specific traffic offenses. Offenses that previously carried 24 demerit points will now be capped at 18 points. This includes serious violations such as exceeding speed limits by more than 50 km/h or engaging in reckless driving. Common violations, such as failing to wear a seatbelt or using a mobile device while driving, will continue to carry 12 demerit points. The police stated that adjusting the point values ensures consistency and fairness in enforcing traffic laws. The government acknowledged concerns raised by vocational drivers and transport union representatives regarding the potential impact of the new rules on employment and livelihoods. To address these issues, the one-time point deduction was introduced to prevent unnecessary suspensions or license revocations due to the transition. Second Minister for Home Affairs Sim Ann noted that the adjustment aims to balance strict enforcement with consideration for drivers' circumstances. Motorists who accumulate 18 demerit points within 24 months will face immediate suspension, with the duration depending on how many times they have been suspended before. Probationary drivers who reach 12 points within their 12-month period will also have their licenses revoked. The goal is to instill responsible driving habits among new drivers and maintain overall road safety standards. Those suspended for more than a year will lose their licenses entirely and must retake their driving tests to regain eligibility.
