Vroutzis emphasized the importance of maintaining discipline and order within stadiums, citing recent improvements in fan behavior and reduced incidents of hooliganism. According to data presented by Vroutzis, there has been a notable decline in stadium closures due to unruly crowds. In comparison to last year, when 80 matches were closed, this year saw only 47 instances of closure, representing a reduction of 41.25%. Furthermore, in professional sports leagues such as football and basketball, the number of matches closed dropped by 50%, from 34 to 17. Financial penalties imposed on teams and individuals also showed some variation—total fines issued to teams decreased by 16.4%, from 430,500 euros to 360,000 euros, while fines for individuals increased by 48.3%, reaching 560,500 euros. These figures indicate a shift towards more disciplined spectator behavior.

Vroutzis also pointed to a significant increase in ticket sales, marking a record 15-year high. The number of tickets sold for Super League matches rose by 15.9% compared to the previous year, with over 1.75 million tickets purchased. This surge in attendance suggests growing public interest in sports and a positive response to the measures implemented to improve stadium safety and order.

In addition to addressing security concerns, the memorandum highlights progress in grassroots sports development. Vroutzis announced that the latest edition of the National Register of Athletes (KOUROS) revealed substantial growth in amateur sports participation. With 452,961 registered athletes, 6,451 clubs, 151 sports disciplines, 66 federations, and 20,654 coaches, the data underscores the expansion of structured, professional coaching roles under new legislation. This marks a pivotal moment for amateur sports in Greece, offering greater career opportunities for coaches and better resource allocation based on objective criteria.

The memorandum also emphasizes transparency and accountability in the distribution of sports funding, ensuring that financial resources are allocated according to measurable performance indicators.
