South Africa's recent steep diesel price increase, effective in September, is expected to have a ripple effect on the nation's supply chains, particularly in the transportation sector. However, experts suggest that the ultimate impact on grocery bills may remain relatively modest despite the surge in fuel costs. The rise in diesel prices, averaging 11.35%, poses challenges for road freight operators, who rely heavily on this fuel for their operations. The Road Freight Association (RFA) reports that fuel constitutes between 35% and 55% of operating costs for these operators, depending on various factors including the nature of the operation, routes taken, types of vehicles used, and prevailing conditions. A straightforward calculation based on this data indicates that the current diesel hike could lead to an increase of approximately 4% to 6% in overall road freight costs. This is significant given that over 80% of South Africa's food is transported via roads, linking producers, processors, distribution centers, and retailers. Gavin Kelly, the CEO of the RFA, emphasized that the implications of increased fuel prices extend beyond the immediate cost at the pump. He noted that once fuel prices rise, the cost of transporting goods throughout the supply chain becomes vulnerable to subsequent price hikes. Nevertheless, IOL calculations indicate that the effect on food prices might be less pronounced since transport costs represent only a fraction of the final price paid by consumers. In the United States, studies estimate that transportation contributes roughly 9% to the retail cost of food. Applying this figure as a general reference point, the September diesel increase could potentially contribute about 0.4% to 0.6% to food prices due to elevated transport costs, assuming that all added expenses are fully passed along by operators and suppliers. This estimation serves more as an illustration than a definitive prediction for South African food inflation, considering differences in both food and transport cost structures between the two countries. Despite these potential increases, there are elements that could benefit consumers. Investec's chief economist, Annabel Bishop, pointed out that South Africa continues to experience food price deflation at the agricultural level, with adverse weather effects anticipated mainly towards the end of the year. Nonetheless, she warned that rising diesel prices could exert additional upward pressure on inflation, projecting it to surpass 4.5% this month. Transport companies face a dilemma regarding how to handle increased fuel costs. They can choose to raise their rates or absorb some of the extra expenditure, which could strain their margins, cash flow, and reserves. Fuel adjustments are often included in transport contracts, enabling operators to recoup at least some of the increased fuel costs. To mitigate these impacts, operators are employing strategies such as telematics, optimizing routes, enhancing driver training, utilizing advanced vehicle technologies, reducing traffic congestion, and minimizing waiting times to boost fuel efficiency. According to the RFA, the September diesel increase was largely influenced by higher global petroleum prices, alongside an additional 4.9 cents per liter tied to wage increments for forecourt staff and a 21.9-cents-per-liter slate levy. South Africa's reliance on imported petroleum makes its domestic fuel prices susceptible to fluctuations in international oil markets and changes in the rand-dollar exchange rate. Kelly highlighted that in a country so dependent on road freight, each change in diesel pricing reverberates far beyond the petrol pump, affecting the broader transport infrastructure essential for keeping the nation operational.
