Otte emphasized that the allegations are serious and require comprehensive, consistent, and transparent clarification. He expressed concern that such incidents could further hinder efforts to recruit women into the armed forces. "Women must be able to rely on unrestricted support, especially when they experience abuse and report it," he stated. With the need for increased personnel, Otte stressed that attracting young women to military service would depend on ensuring they feel respected, protected, and safe in their roles. The allegations come amid broader concerns about sexual misconduct in the military. A dark field study commissioned by the Bundeswehr's Center for Military History and Social Sciences, expected to be completed by year-end, aims to assess the extent of such behavior. Otte warned that the findings might further undermine trust in the military among potential recruits. Defense Minister Boris Pistorius has pledged strict enforcement of rules against such misconduct. Speaking during a visit to Crete, Pistorius confirmed that some suspects had already been barred from entering the barracks and continuing their duties. He assured that all perpetrators would be held accountable while providing better protection for victims. General Inspector Carsten Breuer recently urged troops not to tolerate sexualized misconduct, including inappropriate comments and unwanted advances. Otte echoed these sentiments, calling for stricter preventive measures. In his annual report earlier this year, Otte noted that while legal frameworks exist, the implementation of zero tolerance policies largely depends on the climate within individual units and leadership culture. In response to reports of mutual protection among offenders and a culture of turning a blind eye, the defense ministry plans several initiatives. These include establishing an intervention center staffed with trained psychological professionals available around the clock. Additional measures under development aim to simplify reporting procedures, strengthen victims' rights, and ensure that superiors are evaluated based on how they handle prevention efforts and suspicion cases. Military historian Sönke Neitzel highlighted structural issues contributing to the problem. Citing a report by Report Mainz, which features accounts from female soldiers detailing experiences behind the term "misconduct," Neitzel described a male-dominated culture that facilitates discrimination against women. He suggested that a minority size of at least 25 to 30 percent is needed for a group to significantly influence overall cultural norms. However, the proportion of women in the Bundeswehr remains stable at approximately 13 percent despite ongoing recruitment efforts aimed at increasing female participation.
