In recent years, enrollment numbers at Italian technical and vocational schools have continued to decline, despite growing concerns among businesses over a shortage of qualified workers. According to data compiled by the specialized magazine Tuttoscuola using information from the Ministry of Education’s unified portal, the number of students enrolled in these institutions has dropped significantly over the past decade. Between the academic years 2015–16 and 2024–25, the percentage of secondary school students attending technical and professional institutes fell from 52.5% to 48.4%, resulting in a loss of more than 107,015 students, a decrease of 8.1%. The trend reflects a broader shift in educational preferences, with students increasingly opting for high schools rather than technical tracks. While the exact reasons behind this change remain difficult to pinpoint, experts suggest several contributing factors. One key issue is the regional disparity in employment opportunities. In southern Italy, the decline in enrollments has been particularly steep, with nearly 61,850 fewer students in the 2015–2024 period, representing a 17% drop. Similarly, in the islands, the reduction was around 26,944, also a 17% decrease. These areas collectively account for almost 89,000 of the total 107,015 lost students. Marco Gioannini of the Agnelli Foundation notes that demographic changes alone cannot explain the decline. He highlights that many southern regions lack sufficient local enterprises, which limits job prospects for graduates of technical schools. As a result, families often choose high schools, which they perceive as offering better long-term career opportunities. Additionally, he points out that fewer children of immigrants are being enrolled in technical programs, as these students often face delays in their education and are more likely to pursue alternative paths. Gioannini also emphasizes cultural perceptions. He explains that parents still view high school diplomas as more prestigious and believe they offer greater access to public sector jobs. This perception influences their decisions regarding their children's educational trajectories. Meanwhile, some educators argue that the issue lies in the management and autonomy of individual schools. Ludovico Arte, a director at the technical institute for tourism “Marco Polo” in Florence, states that his institution has not experienced a decline in enrollment. He suggests that differences in administrative practices and institutional flexibility might play a role in varying outcomes across different regions. Arte further observes that students today are more drawn to subjects such as language studies or humanities-based high school tracks, which they see as more versatile compared to highly specialized technical courses. He adds that the curriculum for some technical programs may not align well with current industry demands, making them less appealing to young people. Despite ongoing debates about the reform of technical education introduced by Minister Giuseppe Valditara, there is consensus that the responsibility for this crisis does not rest solely with him. The problem appears to stem from a complex interplay of economic, cultural, and structural factors affecting the entire educational system.
