On one such day, around 4,000 individuals, primarily from North Africa and sub-Saharan countries, were ordered to leave the Playa del Trampolín area by Spanish security forces. The site had been home to an informal encampment since mid-July, where migrants had set up makeshift shelters due to extreme heat conditions. Many expressed fear and uncertainty about their future, with some fearing they would be sent back to Morocco. One migrant, Ahmed, stated he did not want to return to his homeland, while others, like Hassan, vowed never to go back. The authorities planned to move these individuals to designated camps in areas such as Loma Margarita and Loma Colmenar, typically used for distributing travel permits to those wishing to cross into Morocco. However, many migrants were unaware of this plan, leading to confusion and anxiety. As police vehicles approached, some fled, while others followed the guidance of security personnel toward a long queue forming near the residential area of Benítez. Many carried belongings, including clothing and personal items, while others arrived with nothing. Some even managed to hide among bushes near the beach before being apprehended. By noon, two lines of migrants remained waiting to be transported. Among them was Vincent, a young orphan who had previously entertained fellow migrants with a Charlie Chaplin-style performance. He continued to show optimism, carrying the costumes he had worn during earlier days. Another individual, Hamza, expressed hope that wherever he was sent, he could find better living conditions. Like many others, he rejected the idea of returning to Morocco, citing the need for work and sustenance. The Playa del Trampolín camp, which had become a temporary settlement after Spanish security forces cordoned off the area on July 31, saw the gradual dismantling of makeshift homes and structures. These included simple huts made from bamboo, wood, and plastic, alongside small businesses such as a makeshift hair salon run by Keriz, a 24-year-old from Fez. His presence highlighted the diverse backgrounds of those seeking refuge in Ceuta, many of whom had traveled through the Tarajal crossing. In the years prior to this recent crisis, Spain and Morocco had negotiated an agreement aimed at preventing the irregular migration of minors, ensuring their protection while under Spanish care, and facilitating their return to Moroccan territory. Ratified in 2012, the pact was initially supported by both the Socialist Party and the Popular Party. However, over time, the agreement has failed to materialize in practice. Reports indicate that Morocco has consistently ignored requests for repatriation, resulting in an increasing number of undocumented minors remaining in Spain. By 2024, the figure had risen to 14,600, with additional numbers emerging in recent weeks. Despite legal frameworks designed to address the issue, enforcement has been lacking. Spanish governments, whether led by the Socialists or the Popular Party, have avoided confronting Morocco directly, instead framing the nation as a reliable partner. This reluctance extends beyond domestic politics, as international partners, including the EU, the United States, and Israel, have reacted strongly to the recent developments. The lack of transparency and accountability has created a cycle of misinformation, where neither side dares to challenge the status quo. As a result, the crisis persists, affecting not only Moroccan nationals but also sub-Saharan migrants, whose plight remains unresolved.
