Pilot region for specialist centers: ÖGK sees no need The head of the Austrian Health Insurance Fund (ÖGK), Andreas Huss, has stated there is no need for a pilot region for specialist centers, as proposed by the health minister of Styria, Karlheinz Kornhäusl (ÖVP). Huss told Presse that such a model was unnecessary because existing specialist centers already operate under a unified framework. He emphasized that once laws are finalized and financing is clear, the initiative should begin nationwide. Huss explained that the planned shift of care from inpatient to outpatient settings would require redirecting funds currently paid to hospitals into the outpatient sector. According to him, the social insurance system pays eight billion euros annually to hospitals, and eventually, this money must be redirected toward outpatient services. The transition, he noted, would have to be negotiated during the 2029 financial equalization process. During these negotiations, the funding could either be reduced by lowering the fixed amounts the social insurance system pays to hospitals, or alternatively, annual assessments could determine how much hospital bed usage has decreased, and accordingly, less money could be transferred to hospitals. These options were outlined by Huss as potential solutions to reallocate resources effectively. The proposal by Kornhäusl aimed to test new models of specialist care in a specific region before expanding them nationally. However, Huss argued against the need for such a pilot, stating that the current system already provides a consistent approach. He stressed that the focus should remain on ensuring clarity in legal frameworks and financial structures before any large-scale implementation.
