They point out that new economic growth drivers, such as mining and hydrocarbon industries, have yet to significantly benefit large urban centers, where the majority of voters reside. Economic indicators suggest that provincial finances are under strain. According to data from the consultancy firm Empiria, the consolidated primary surplus of provinces fell to 0.2% of GDP during the first quarter of this year, one of the lowest levels in over 13 years. This decline highlights the growing difficulty for provincial governments to balance their budgets while meeting increasing demands from public institutions and social sectors. Meanwhile, business representatives continue to call for tax reductions, a demand that Minister of Economy Luis Caputo frequently addresses, focusing particularly on the Ingresos Brutos tax. Governors aligned with Milei stress that they are left to address issues previously managed by the national government, creating pressure to avoid social unrest. An analysis by economists Marcelo Capello and Gaspar Reyna from the Ieral at the Mediterranean Foundation underscores the complexity of the situation. Their study reveals that while the national government has seen the largest expansion in public spending, provinces account for nearly a third of the increase in consolidated public expenditure. Much of this rise is attributed to salary increases and pension payments, which together make up around four-fifths of the increased spending. Long-term trends show that despite recent reductions in public spending, overall figures remain significantly higher than those recorded two decades ago. For provinces, the main driver of increased spending has been personnel costs, with nearly 60% of the rise linked to wage increases and staff expansions. When including provincial pensions, these factors explain approximately four-fifths of the increased expenditure. The challenge for Milei’s administration lies in balancing its commitment to fiscal restraint with the need to demonstrate tangible economic benefits to voters. With the upcoming elections approaching, the government will likely face mounting pressure to ensure that economic policies translate into improved conditions for citizens, especially in key urban areas where electoral outcomes are often decided.
